International Development Mission to Senegal (USAID/Senegal) is
requesting applications from qualified U.S. organizations and
institutions including Private Voluntary Organizations (PVOs) and
Non-Government Organizations (NGOs) registered with USAID for a
cooperative agreement. The cooperative agreement will reflect common
objectives of the Mission to achieve selected intermediate results
necessary to accomplish the HPN strategic objective (SO3) Increased and
Sustainable Use of Reproductive Health Services in the Context of
Decentralization in Targeted Areas, in the particular technical domain
of maternal health/family planing (MH/FP). For-profit organizations
may also submit applications but they will not be entitled to receive
a profit or fee. The proposed application will address three levels of
focus: i) national level system support (i.e policy dialogue,
monitoring and evaluation, research, information dissemination, etc );
ii) nationwide service delivery (to include targeted services for
high-risk populations); and iii) local level service delivery in up to
29 "core" health districts. Activities under this CA shall be closely
integrated with USAID-supported contraceptive social marketing
activities funded under an existing separate agreement. Applicant's
program should include planned close collaboration with the Service
National pour la Sante de la Reproduction (SNSR) in all program work;
the Pharmacie Nationale d'Approvisionnement (PNA) for contraceptive
commodity management, logistics and pricing; and USAID-funded partners
in the Reseau des Partenaires du Senegal (REPS) to assure
complementarily of efforts. Applicants should develop program
description for a five year-period to begin June 1, 2000 and to end May
31, 2005. Funding available for this CA is not expected to exceed U.S
$6.2 million, exclusive of contraceptive social marketing and
contraceptive commodities to be procured directly by USAID from other

maximum extent possible, of small U.S. businesses, disadvantaged
businesses, women-owned businesses, and HUBZone businesses in this
activity as prime or subcontractor, in accordance with Part 19 of the
FAR. In this respect, it is anticipated that the prime Recipient will
make every effort to maximize use of such concerns. To help identify
potential subcontractors, a list of all organizations requesting a copy
of the application will be included in each request for application
issued. By providing the list, USAID does not endorse the listed
organizations as being capable of carrying out the activities, nor does
USAID verify the claim status of the organizations. Obviously, the list
will contain the names of only those organizations known prior to
issuance of the request for application. Telephone requests for the RFA
will not be honored. The issuance date of the RFA is expected to be on
or about January 4, 2000 and the closing date on or about March 3,
2000, at 16: 00 local time. The publication of this notice or the
issuance of an application does not obligate the U.S. Government to
