This work consists of Rental Equipment and Operators for Maintenance
Dredging principally at the Black Warrior and Tombigbee River system,
with possible assignment to the Alabama River System or to the
Tennessee-Tombigbee Waterway. The work under this contract consists of
furnishing and operating a hydraulic cutterhead pipeline dredge with
pump discharge of not less than 20 inch diameter nor more than 24 inch
diameter with minimum horsepower of 2100 and 2400 respectively. This
work will require dredging to depths of 13 feet or greater over channel
widths of up to 200 feet with greater width at certain locations, and
pumping of material to disposal areas over distances as great as 8500
feet and lifts up to 70 feet. The character of the material may range
from fine silts to heavy sands and clays. The Government may require
the contractor to employ a booster pump over a short duration of time.
Bid documents are available on or about 15 December 1999. Estimated
cost of work is between $1,000,000 and $5,000,000. Requests for plans
and specifications shall indicate in writing whether firm will bid as
a prime contractor or a subcontractor. Unrestricted. All responsible
sources may submit a bid, which shall be considered. Bidders,
subcontractors and Dodge/Plan Rooms are required to self-register their
firm or office on the Internet to receive one CD-ROM. Registration
instructions are available on the Internet at

fax requests will be accepted. Those registering are responsible for
the accuracy of the information on the mailing list. Registration must
include the firms' physical address, telephone, a valid fax number and
a point of contact. Registration should be completed one week prior to
the issue date. All notifications of changes to this solicitation
shall be made through the Internet only. It is therefore the
contractors responsibility to check the Internet address listed above
daily, for any posted changes to this solicitation. Actual solicitation
amendments will be issued either by fax, 3.5" diskette or CD-ROM. The
plans and specifications will be issued on Compact Disc (CD-ROM) only
and will be provided free of charge. Plans and specifications will not
be provided in a printed paper format; however, the Government
reserves the right to revert to paper medium when it is determined to
be in the Government's best interest. All bid forms, bid bonds, and
other normal documents required for the bid submittal, including
amendments to the bid submittal, shall be in paper medium. Electronic
medium for the bid submittal documents will not be allowed. Critical
Path Method (Network Analysis System) is not required. For this job, a
small business is defined as having average annual receipts of less
than $13,500,000 for the past three years. This solicitation includes
