16 -- DEVELOPMENT OF ADVANCED TARGETING FORWARD LOOKING INFRARED (ATFLIR) TEST REQUIREMENT DOCUMENTS (TRD) SOL N68335-99-G-0028 DUE 121599 POC POC: Laurie Paz (732) 323-4188 The U.S. Navy intends to procure on a non-competitive basis the development of Advanced Targeting Forward Looking Infrared (ATFLIR) Test Requirements Documents (TDRs) with the Boeing Aircraft Company under BOA, N68335-99-G-0028. These Test Requirements Documents will support the Intermediate-Level supportable Weapon Replaceable Assemblies (WRAs). The WRAs are Electro-optical Sensor Units, Laser Transceiver, Environmental control Valve, Laser Electronics Units, and NAVFLIR. The TRDs provide detailed UUT design data including interface definition data, theory of operation, input/output characteristics, stimulus and measurement characteristics as well as any other pertinent detailed test data. These TRDs will be used in support of the Test Program Set (TPS) development for use on the Consolidated Automated Support System (CASS). The WRA TRD effort will conclude with the deliveries of the TRDs to the USN. The contractor will update the TRDs as required at the conclusion of the TPS development. The Navy does not own the specifications, drawings and related data to permit full and open competition. All responsible sources are encouraged to submit a proposal which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based on the responses received to this notice will be solely within the discretion of the Government.
