MARKET RESEARCH ONLY. The Naval Aviation Depot, Marine Corps Air
Station, Cherry Point, NC has a requirement for a Flowmeter Calibrator
that will have the capability to calibrate positive displacement,
turbine, and variable area flowmeters through the flow range of 0.0005
GPM to 300 GPM. The calibrator shall have the ability to employ
various types of viscous liquids in the calibration of flowmeters. The
equipment shall consist of the following principal components:
flowmeter calibrator; filtration system; computer, printer; and fluid
holding tanks. The equipment shall provide the following mechanical
characteristics: flow range -- calibration for flowmeters between the
ranges of 0.0005 GPM to 300 GPM; fluid viscosity range -- capability to
10,000 centiStokes; operational pressure -- maximum pressure to 200
PSIG; temperature range -- temperature of calibration fluid shall be
able to be controlled between the range of 32 -- 100 degrees
Fahrenheit. The equipment shall provide the following electrical
characteristics: power -- shall be operated utilizing 110 VAC, 60 Hz
with 5 amps; flowmeter inputs -- shall accept the following inputs:
pulse -- 0 -- 20 kHz, low level 0 -- 15 Vdc; high level 2.5 -- 32 UDC;
magnetic pickoff -- 0 -- 10 kHz; 20 mV to 10 V amplitude; modulated
carrier, 1 mH -- 0.5 -- 3500 Hz; 45 kHz nominal carrier; modulated
carrier, 330 uH -- 0.5 -- 3500 Hz; 40 kHz nominal carrier. Computer and
printer characteristics; if more than one calibrator is required to
cover the flow range, each shall have an independent computer. The
computer shall have the following specifications: Pentium II processor;
internal storage, 1 GB minimum; Ram, 32 MB minimum; Monitor; SVGA 14"
minimum; LaserJet or Dot Matrix Printer. Software characteristics:
shall be Windows based version with printer options to include LaserJet
and/or Dot Matrix. Must provide calibration reports, including
flowmeter frequency, flowrate, K-factor and Hz/cSt. Reports must be
customizable and have the ability to graph calibration data. Must allow
calibration in volumetric or mass flow rates. Must record and print
conditions of the calibration to include temperature, pressure,
viscosity, pickoff type date and calibration technician's name. All
piping, tubing, and fittings in contact with the calibrating fluid
shall be of stainless steel. The piping arrangement shall contain
provisions for quickly changing the calibration fluid. The system shall
be designed for a useful life of 20 years. The U.S. Customary System of
Units (US) or the International System of Units (SI) may be used in the
design and construction. Responses to this Sources Sought Announcement
shall include a description of the proposed Flowmeter Calibrator,
indicating whether it is a commercial-off-the-shelf product, a Rough
Order of Magnitude cost estimate, and the estimated production ready
date. NO SOLICITATION EXISTS AT THIS TIME. This request is for
information only and is intended to identify equipment currently
available or companies capable of providing the calibrator identified
herein. When responding, reference Announcement #M00146-00-Q-1000,
provide the company name, point of contact, telephone and facsimile
numbers, Internet address, business size and specific information and
literature regarding your capabilities. THE GOVERNMENT DOES NOT INTEND
TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT ANNOUNCEMENT
OR TO OTHERWISE PAY FOR THE INFORMATION REQUESTED HEREIN. Questions
regarding this announcement shall be forwarded to Sheila Cuthbertson,
(252) 464-7935. Written responses to this announcement shall be
forwarded to the Contracting Officer, Supply MCAS, Contracting
Department (SUL1A), PSC Box 8018, Cherry Point, NC 28533-0018. Posted
