The Navy intends to solicit and negotiate a contract on a competitive basis to acquire Hydrophone Module Housings and Projector Housings, with associated Machined Parts, to support the AN/BSY-1 HF Upgrade of the Large Sail Array and the NSSN High Frequency Sail Array. Standard Industrial Classification (SIC) 3463 applies to this procurement. The Hydrophone Module Housing is constructed of thin, machined titanium plates, electron-beam welded together to form a fluid-tight housing. The Projector Housing is a fluid-tight, titanium enclosure for the High Frequency Sail Projector. These housings are designed to shelter the various electronic components of the High Frequency Sail Array and the High Frequency Sail Projector. All items shall be manufactured in accordance with Navy drawings. First articles will be required for these items unless waived. Evaluation criteria for award will emphasize past performance. Precision machining and electron-beam welding of thin titanium plate is critical to this effort. It is anticipated that an indefinite-delivery, indefinite quantity, firm-fixed-price, supply type contract will result. A minimum quantity of 12 each ship sets and a maximum of twenty 20 each ship sets shall be solicited. (Each ship set contains eight 8 each Hydrophone Module Housings or 8 each Projector Housings.) Options for an additional 20 ship sets of each item will be included. Final inspection and acceptance will be conducted at destination. Delivery is required FOB destination in accordance with the following schedule: Projector Housing -- 1st Article due 196 days after award; 1st Production Delivery due 226 days after award; Hydrophone Housing -- 1st Article due 112 days after award; 1st Production Delivery due 442 days after award. Delivery of one each ship set per month thereafter until complete shall be required for each Housing. Inquiries may be submitted via e-mail (preferred communication) at the above address.
