66 -- ENGINEERING & TECHNICAL SERVICES FOR THE CONSOLIDATED AUTOMATED SUPPORT SYSTEM (CASS) SOL N68335-00-R-0205 DUE 121699 POC Ms. Dawn Chartier, Code 25211DC, Mailstop B129-2, (732) 323-2933 The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Lockheed Martin Information Systems to procure engineering and technical services to perform engineering investigations and analysis of the AN/USM-636(v) for the Consolidated Automated Support System (CASS) Program, including System Product Reports and Pre-Planned Product Improvements. Lockheed Martin is required to generate Rapid Action Solutions (RAS) and upon approval, implement them. This will include designing, developing, producing and shipping any and all items/material required for implementation of the RAS. In addition, Lockheed Martin will procure and ship any material needed to perform the investigations and analysis. As the designer, developer and manufacturer of the CASS, Lockheed Martin is the only known company capable of providing the required engineering and technical services. The Government does not own the data necessary to perform the required tasks. The contract type will be an Indefinite Delivery Indefinite Quantity (IDIQ). The contract will have a thirty-six (36) month ordering period and a forty-two (42) month period of performance. This synopsis will cover the award of the IDIQ contract and all future orders against the IDIQ contract. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
