1. The Air Force Research Laboratory (AFRL) is interested in receiving
White Papers under Program Research and Development Announcement (PRDA)
DE00-01 on the research effort entitled _Ultra-wideband Sources and

torres@plk.af.mil. B_INSTRUCTIONS TO OFFERORS: 1. This notice serves as
the actual PRDA and request for White Papers; AFRL will not issue a
separate solicitation. AFRL is distributing this PRDA electronically
through the Electronic Posting System (EPS). See http://eps.gov. To
reach the actual site where this PRDA is posted, offerors must drill
down from the main EPS site. First, from http://eps.gov, click on _EPS
for Vendors_. Then, in the table, click on _USAF Offices_, then click
on _Air Force Materiel Command Locations_, then click on _AFRL --
Phillips Research Site Posted Dates_. Finally, scroll down until you
see solicitation _DE00-01_ and click on it. 2. This PRDA has three
submission dates spanning the next fourteen months. For all three
submission dates, offerors shall submit their White Papers to David
Hooker at the following address: (if mailed) Det 8 AFRL/PKDP
(Directorate of Contracting), 2251 Maxwell Ave SE, Kirtland AFB NM
87117-5773; or (if hand-carried) Building 499, Room 208, Kirtland AFB
NM. The receipt of White Papers is subject to FAR 52.215-1(c)(3)(i),
Late Proposals and Revisions. Offerors may view this provision at
http://farsite.hill.af.mil. a) FIRST SUBMISSION DATE. Offerors shall
submit their White Papers so that they arrive no later than 2:30 P.M.
Kirtland AFB local time on 04 January 2000. For planning purposes, the
anticipated award date is the middle of April 2000. b) SECOND
SUBMISSION DATE. Offerors shall submit their White Papers so that they
arrive no later than 2:30 P.M. Kirtland AFB local time on 11 July
2000. c) THIRD SUBMISSION DATE. Offerors shall submit their White
Papers so that they arrive no later than 2:30 P.M. Kirtland AFB local
time on 09 January 2001. 3. Offerors must mark their proposals with the
restrictive language stated in FAR 15.609(a). 4. This is an
unrestricted solicitation under SIC code 8731 (size standard is 500
employees). 5. Offerors may obtain a copy of the AFRL Guide entitled
_BAA/PRDA GUIDE_, dated 29 Jun 98, from the Internet. This guide will
help offerors understand the PRDA process. To see the guide, go to
http://extra.afrl.af.mil/policy-guides.htm. From there, click on _BAA
Guide_. C_WORK REQUIREMENTS: 1. The statement of objectives (SOO) is
Attachment 1 to this PRDA and is on the EPS web site (see paragraph
B.1. above for directions on how to reach the USA PRDA_s web page). 2.
Most of the work will be performed at AFRL/DEHP_s facilities. 3. The
following deliverable items may be required, depending on the
individual task order: (a) Software, hardware, and related user
manuals, (b) Monthly Expenditures reports that clearly list the
incremental funding and task order expenditures, (c) Technical reports
determined by the project officer, (d) Test plans and test reports if
experiments are performed, and (e) Final report for each task order.
4. Work performed under any resulting contract will be classified up to
the Top Secret level. The contractor shall possess personnel with
current Top Secret clearances and facilities with at least a Secret
clearance. Also, note that foreign contractors are not permitted to
participate as prime contractors in this procurement. D_AWARD PROCESS:
See Attachment 2 to this PRDA in Section J. E_EVALUATION CRITERIA: See
Attachment 2 to this PRDA in Section J. F_ANTICIPATED CONTRACTUAL
FEATURES: 1. AFRL intends to award incrementally funded, Indefinite
Delivery, Indefinite Quantity (IDIQ) contract(s) with
cost-plus-fixed-fee task orders. AFRL reserves the right to make no
award, a single award, or multiple awards. This includes the
possibility of making more than one award within a given topic area. If
multiple awards within a topic area do occur, contractors may have to
compete with each other for a given task order. If competed, AFRL will
evaluate task order proposals on the following criteria, listed in
descending order of importance: technical, funds availability, and
affordability. AFRL then will evaluate for realism and reasonableness
the cost proposal of the contractor selected for negotiation. 2. The
estimated total length of the contract is five years, consisting of a
technical effort of 57 months and three months of wrap-up/close-out
issues. 3. The anticipated total ceiling amount for all contract(s)
awarded under this PRDA is $15 million. For each contract, the
guaranteed minimum is expected to be one percent of that contract_s
ceiling, the minimum order amount is anticipated to be $5,000, and the
maximum order amount is anticipated to be that contract_s ceiling. 4.
The government funding profile for the USA program is estimated to be
as follows for each fiscal year FY00 through FY04 (broken down as
source design and development funding, antenna design and development
funding, materials physics funding, and advanced concept studies
funding): $1.4M, $600K, $600K, and $400K, with a total funding estimate
for all years of $15M. Please realize that this funding profile is an
estimate only, is not a promise for funding, and is subject to change
due to government discretion and availability. G_OTHER REQUIREMENTS FOR
AWARD: See Attachment 2 to this PRDA in Section J. H_WHITE PAPER
PREPARATION INSTRUCTIONS: See Attachment 2 to this PRDA in Section J.
I_MISCELLANEOUS INFORMATION: 1. This PRDA does not commit the
government to pay for any response preparation costs. The cost
ofpreparing White Papers in response to this PRDA is not considered an
allowable direct charge to any resulting contract. However, it may be
an allowable expense under the normal bid and proposal indirect cost,
as specified in FAR 31.305-18. 2. AFRL has appointed an Ombudsman to
hear concerns from offerors or potential offerors, primarily during the
proposal development phase of this competitive, negotiated acquisition.
The purpose of the Ombudsman is not to diminish the authority of the
Project Officer or Contracting Officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel in the pre-proposal phase of competitive,
negotiated acquisitions. Before contacting the Ombudsman, potential
offerors should first communicate with the contract specialist, David
Hooker, and then the Contracting Officer, Steve Young. In those
instances where offerors cannot obtain resolution from the Contracting
Officer, they are invited to contact the Ombudsman at the Phillips
Operating Location of the Air Force Research Laboratory (AFRL), Mr.

confidentiality as to the source of the concern. The Ombudsman does not
