interest to NRL at its Washington, D.C., Stennis Space Center, MS, and
Monterey, CA sites. Award decisions will be based on competitive
selection of proposals resulting from a peer and/or scientific review.
Evaluations will be conducted using the following evaluation criteria:
(1) Degree to which submitted proposals contain new and creative
solutions to technical issues important to NRL, and feasibility and the
Offeror's understanding of the proposed approach and technical
objectives. (2) The Offeror's ability to implement the proposed
approach as demonstrated by specific accomplishments in the technical
field to be studied, and by the availability of qualified personnel and
appropriate facilities. (3) The degree to which technical data and/or
computer software developed under the proposed contract are to be
delivered to NRL with rights compatible with NRL research and
development objectives. (4) Proposed cost and cost realism. (5) The
extent to which offerors identify and commit to small business, small
disadvantaged business, historically black college and universities, or
minority institution participation in the proposed effort. Proposals
involving cooperative research arrangements are welcome. Academic
institutions, small disadvantaged businesses, historically black
colleges and universities, minority institutions and women-owned
businesses are encouraged to participate. The announcement will remain
open from the date of publication for a period of one year. Proposals
may be submitted any time during the one-year period. If access via
