Tropic Test Support Services to include but not limited to technical, operational, administrative, and logistical support for the Tropic Test Mission of U.S. Army Yuma Proving Ground. This support will be Panama based to capture the scientists, engineers, and technicians experienced in Tropical Test, but actual field testing will be conducted at a variety of sites in Hawaii, Puerto Rico, and Panama, and other locations. Contractor will have responsibility for conducting a variety of natural environmental test and test support efforts on all types of materials, products, and complete systems. Test durations will vary from a few days to several months requiring travel and extended periods of on-site temporary duty. Successful awardee must be licensed to conduct business in Panama. Selection of the successful offeror will be made using best value procedures. A fixed-price level of effort type of contract is anticipated. Base period of performance is 01 April 1999 thru 30 September 2000. Contract will include 4 one-year option periods. Phase-in will be for a period of 2 weeks immediately prior to full performance. A site visit will be held in Panama City, Panama on or about 19 January 2000.
