Environmental Protection Agency has a requirement for technical
support, technical support studies, and administrative support for the
review, revision, and/or development of critical environmental
guidance/regulations, including Air Toxics Program, Title V Operating
Permits Program, New Source Review (NSR) and prevention of significant
deterioration (PSD) provisions of the Clean Air Act and related
programs that cut across agency lines to the EPA. The successful
offeror will be tasked with planning; logistics; materials; on-site
duties for meetings/workshops/events; and provide feedback, minutes of
meetings, and verbatim transcripts for meetings, outreach, workshop,
conference, technical training and similar presentations. The
successful offeror will also be tasked with technical support in the
form of guidance; developing approaches; data collection; public
access; analyses; responses; implementation; and other various
technical support. The successful offeror will perform and provide
studies andreports that may include analytical studies; developmental
studies; technical studies; evaluation studies. Also, the successful
offeror will provide other support, including, but not limited to,
assistance with studies/reports addressing State, Local and Tribal
program requirements/approval status. The successful offeror will need
to demonstrate a high degree of competence by demonstrated
understanding reflected by such factors as sound technical approach,
sound technical results, choice of subcontractors/consultants,
attention to detail, presentation format, effective administrative
information gathering techniques, and sharing within the management
process; and demonstrate the magnitude and breadth of
capabilities/experience of the personnel and subcontractor/consultant
resources that your company will employ to accomplish work under this
requirement, including detailed resume for all personnel to include:
education, employment history, relevant background, experience as
related to requirement, percentage of availability for contract,
professional level labor category, and specific responsibility related
to the requirement. The EPA anticipates that a
cost-plus-fixed-fee/level-of-effort/work assignment type contract will
result from the award of this solicitation. The Government anticipates
award of a total level-of-effort of 80,500 direct labor hours
consisting of 17,000 labor hours for the first twelve-month period. In
addition, the contract will allow for 17,000 labor hours for the
second twelve-month period, and 15,500 labor hours for three additional
one-year options. A DRAFT copy of the statement of work and the
Conflict of Interest (COI) related DRAFT clauses, provisions, and
representations and certifications are posted on the Internet for
information purposes at http://www..epa.gov/oam/rtp_cmd. SIC No. 8748
applies and the size standard of $5M in average annual receipts over
the last three years. This requirement is a follow-on to contract
numbers 68-D-98-024 with E.H. Pechan & Associates and 68-D-98-025 with
Pacific Environmental Services. It is estimated that this solicitation
will be issued on or around 1/20/00 as a total Small Business
Set-Aside, and that proposals will be due thirty (30) days after the
RFP issuance date. The solicitation and amendments will be available
via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd.
Firms are encouraged to access the solicitation and amendments via
Internet. If you will be obtaining a copy of the solicitation via
Internet, it will be your responsibility to frequently check the same
site where the solicitation is posted for any amendments. However, only
those firms who do NOT have the capability to obtain the solicitation
from Internet, may submit a written request for a diskette. Diskettes
will not be sent to those firms who have Internet access. If you
request a diskette of the solicitation, you will receive amendments by
mail, unless you notify us otherwise. Telephone and fax requests will
not be honored. Only one copy shall be sent to a corporate entity,
regardless of the number of requests from one or more different
geographic locations. A copy of the preliminary source list will be
posted along with the solicitation. All responsible sources may submit
