Of Columbia Financial Responsibility and Management Assistance
Authority ("Authority") working in conjunction with the District of
Columbia ("District") government will be issuing a solicitation to
select a program management firm to provide turn-key project services
in the areas of renovation/repair, reconfiguration and interior
design/re-designe for the occcupancy of the John A. Wilson Building at
1350 Pennsylvania Avenue, N.W. Washington, DC,the District's
traditional City Hall. The selected program management firm will be
responsible for (1) Reviewing current build-out plans and
specifications (2)preparing cost to complete estimates for changed
build-out for the District overnment occupancy (3) performing needs
analysis and space requirements assesments for District agencies, (4)
developing detailed occumpancy plan for the Building (5) preparing new
stacking plands to building to accomodate occupancy and obtaining
written approvals (6)preparing cost estimates for all new tenant agency
specifications (7) identifying parking requirements for District
occupancy and negotiating solutions with GSA for parking the the Ronald
Reagan Building (8)Developing critical path schedule, including
timelins for Building reoccupancy (9)Developing a candidate list for
EPA consideration and preparing back-up materials for briefing the
District City Council (10) Assit District City Council in the
completion of its space palnts and obtaining approvals (11)
Coordinating chages to the developer build-out plans and coordinating
all moves, resolving all occupancy issues (including furniture purchase
carpeting and information technology) and final punchlist (12)
obtaining budget confirmation and availabiity of funds confirmation in
writing from all agencies assigned to the buling and assigned for
back-fill in One Judiciary Square building. (13) obtaing al necessary
permits not otained by the developer (14)Observe and report on code
compliance (15) review, synthesize and recommend payment for all
monthly invoices submitted by entities under contract with the Program
Management firm. The solicitation is expect to be available on or
about December 11,1999. It is anticipated that there will be a short
response time due to the urgency to acquire the services. All
