Bette.Alston@hill.Af.Mill. The Government intends to establish a sole
source Firm Fixed Priced long term contracting arrangement with Primex
Aerospace Company [PAC], Redmond, Washington, CAGE Code 21562, for use
by all DoD customers in fulfilling exclusively sole source requirements
for multiple weapon systems. This AFMC Corporate Contract will be
managed by Ogden Air Logistics Center [OO-ALC], Hill Air force Base,
Utah. A Joint Management Team [JMT] has been organized specifically to
ensure that only sole source items will be incorporated and funded
under this new Corporate Contract arrangement. This will be a
Requirements type contract for spares, repairs, production,
modifications, engineering services and contractor support services.
Phase I of the contract will include systems identified to date for the
Air Force including the F-16 and the B-1B. Phase II of the contract
will embody additional customers and weapon systems as additional sole
source requirements are identified. Both centralized and decentralized
individual delivery orders will be used to fund requirements over the
term of the contract. Production type items will include F-16 Stores
Management System Test Sets, F-16 Stores Release Test Sets, F-16
Armament Circuit Preload Test Sets, F-16 Calibration Test Sets, B-1B
Conventional Bomb Module Test Sets and all associated Circuit Card
Assemblies. Repair type items will include repair of these same
production items as well as repair of Circuit Card Assemblies, Tray
Assemblies, Cable Assemblies, Memory Cards, Input/Output Connectors,
Power Monitors and several other sole source repair items. Only spares,
repairs, production, modifications, engineering and contractor support
services determined by the Government as sole source requirements to
CAGE 21562 will be incorporated. Anticipated contract coverage is 10
years. Option Periods will be incorporated. AUTHIORITY: 10 USC 2304 (c)
(1), Justification: Supplies/Services required are available from only
one or a limited number of sources and no other type of supplies or
services will satisfy requirements. The approximate issue/response date
will be 21 DEC 1999. Electronic procedure will be used for this

(or Services) required are available from only one or a limited number
of responsible source(s) and no other type of supplies or services
will satisfy agency requirements. The proposed contract action is for
supplies and services for which the Government intends to solicit and
negotiate with only one, or a limited number of sources under the
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within forty-five days (thirty days if award is
issued under an existing basic ordering agreement) after date of
publication of this synopsis will be considered by the Government. A
Determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. It is suggested that small business firms or others
interested in subcontracting opportunities in connection with the
described procurement make contact with the firm(s) listed. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor, concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
