The Fleet and Industrial Supply Center (FISC), Norfolk intends to solicit comments and identify interested parties for an OMB Circular A-76 Commercial Activity Study. The offer determined to represent the best value to the Government will be compared to the Government's proposal to perform said services. The intent of the study is to determine the most efficient and cost effective method of providing Personal Property Services within the Northeast Region. The activities participating in this study are FISC Norfolk, VA; NAVSTA Newport, RI; NAVSUBASE New London, CT; NSU Saratoga Springs, NY; NTC Great Lakes, IL; NAVICP Philadelphia, PA; NAS JRB Willow Grove, PA. Services include, but are not limited to entitlement counseling, inbound/outbound move management, non-temporary storage management, and all other functions associated with the transportation of personal property. However, this study is not concerned with the actual movement of household goods but as previously stated, with the services required to manage the movement of service member's personal property. This acquisition will be conducted under Standard Industrial Classification Code 7389. The performance period includes a base year and four one-year option periods. The anticipated contract type is Firm Fixed Price.
