The Arms Control Interagency Liaison Division, On-Site Inspection Directorate, of the Defense Threat Reduction Agency has a requirement to obtain arms control implementation and compliance analytical and technical support services to support the Arms Control Implementation and Compliance (ACI&C) Directorate, OUSD(AT&L). Services are required to support ACI&C in original research and analysis of arms control issues, DoD RDTE and acquisition programs, and other activities to ensure that DoD programs and activities are compliant with relevant treaty obligations; to assist in planning for and monitoring implementation of new arms control agreements; to provide advice and assistance to DoD elements/agencies regarding the impact of treaty obligations on RDTE and acquisition programs; to assess alternative positions on arms control issues and their potential impacts on DoD RDTE and acquisition programs and/or on U.S. strategies; and to update, maintain and manage the DoD treaty implementation and compliance database. A cost-type term contract is anticipated with a base period of performance of one year with four option years. The awardee must have a top secret facility clearance.
