FISC Norfolk Detachment Philadelphia intends to solicit, pursuant to the authority of 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by Federal Acquisition Regulation 6.302-1, General Military Analysis Support for the United States Joint Forces Command (USJFCOM) Joint Warfighting Center (JWFC), Suffolk, VA with TRW, Inc. as a modification to contract N00140-95-C-H005. Services include 257,143 estimated manhours for joint training and exercise program support, support of the integration and consolidation of new activities into USJFCOM, reengineering support of the Joint Deployment Process, and support in developing the Civil Emergency Joint Task Force. TRW, Inc. is the only source with the requisite technical knowledge of the USJFCOM mission necessary to meet these requirements. TRW, Inc. has been intimately involved in the development of training exercises since the inception of the USJFCOM JWFC, and is currently conducting analyses of the Civil Emergency Joint Task Force and the Joint Deployment Process. This overall, in-depth knowledge of USJFCOM processes and practices is essential in providing continuity of support to the USJFCOM mission. Interested persons may identify their interest and capability to respond to this requirement or to submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to open this requirement to competition based upon responses to this requirement is solely within the discretion of the Government.
