This is a competitive 8(a) acquisition restricted to firms currently
eligible for participation in the Small Business Administration's 8(a)
Program. The entire solicitation will be released on the Electronic
Posting System (EPS), http://www.eps.gov no sooner than 07 January
2000. Select "EPS for Vendors". At Agency, USAF, click on "Offices". At
Office, Air Force Materiel Command, click on "Locations". At Location,
AFRL, Rome Research Site, Rome, NY, click on "Posted Dates". (Paper
copies will not be available). Any prospective offerors interested in
proposing on this solicitation must register by email to:
zakalas@rl.af.mil in order to be placed on the source list. Include
your company name, address, telephone number, point-of-contact, fax
number, and e-mail address. This list will be provided to facilitate
subcontracting opportunities only. Offerors registering on the source
list should not conclude that they will receive a paper copy of the
solicitation in the mail, as a paper copy will not be available. All
prospective offerors are responsible to visit the EPS frequently and
obtain any amendments or other information pertaining to this
solicitation. The solicitation will only be available by downloading
the documents from the EPS. Solicitation F30602-00-R5010 is being
issued as a Request for Proposal (RFP). Federal Regulations are
available at http://farsite.hill.af.mil. The SIC code assigned by the
SBA is 8744 for this 8(a) restricted acquisition with a small business
size standard of $5.0. Performance-based services include, but are not
limited to: mail handling/delivery; ADPE, equipment and building
custodial services; Fitness Center management; multimedia support;
administrative, technical and engineering support, as well as,
technical library facilities and support. Some contractor employees
will require SECRET level clearances. The ordering period of this
commercial IDIQ is from date of award through 60 months with individual
task orders issued on a 12-month basis. All eligible, responsible
sources may submit a proposal which, if timely received, shall be
considered by this agency. To be eligible to receive a contract award
from a Department of Defense (DoD) activity after 01 Jun 98,
contractors must be registered in the DoD Central Contractor
Registration (CCR) Database. To register, access the CCR Home Page at
http://www.ccr2000.com. A site visit will be scheduled 10 days after
electronic release of the RFP to allow potential offerors to tour the
facilities receiving support under this requirement. An Ombudsman has
been appointed to hear significant concerns from Offerors or potential
Offerors during the proposal development phase of this acquisition.
Routine questions are not considered to be "significant concerns" and
should be communicated directly to the Contract Specialist, Shirley

Ombudsman is not to diminish the authority of the contracting officer
or program manager, but to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,
Deputy Chief, Contracting Division at phone 315-330-7746. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposal or in the source selection process. The
Ombudsman should only be contacted with issues or problems that have
not been previously brought to the attention of the Contract
Specialist/Contracting Officer and could not be satisfactorily resolved
