Atmospheric Administration (NOAA), National Marine Fisheries Service
(NMFS), Office for Law Enforcement, is issuing notice of intent to
negotiate on a sole source contract with New Hampshire Fish and Game
Department, to monitor vessel arrivals, departures, landings and
Commercial Transactions of Seafood Dealers. Fully trained and equipped
enforcement personnel (full time and deputized Conservation Officers)
will be provided by the State of New Hampshire, Fish and Game
Department, Law Enforcement Division to inspect, monitor and document
arrivals, departures and activities of federally regulated fishing
vessels in specifically identified New Hampshire ports. Conservation
Officer's will be available to provide this service both on weekdays
and weekends. NH C/O's will be available prior to 8:00 AM and after
5:30 PM on any day, as well as during normal weekday duty hours. The
period of performance will be from the effective date of the contract
through 12 months thereafter. The statutory for other than full and
open competition is 41 U.S.C. 253(c)(1), Only one responsible source.
The New Hampshire Fish and Game Department is the only source capable
of performing the proposed contract since it is the only source that
has fully trained and equipped enforcement personnel that has the
authority to enforce fish and gaming regulations in New Hampshire.
Interested parties may identify their interest and capability to
respond to the requirement or submit proposals. Any party interested in
receiving a copy of the RFQ shall provide written notice to the
Contracting Office. The RFQ 0-0038 document will be issued on or about

not be accepted. No contract will be made on the basis of quotations
received in response to this notice since this synopsis cannot be
considered a Request for Quotations. This is a Simplified Acquisition
