Box 741, Georgetown, DE 19947 on a sole source basis. The Heron Group possesses the unique qualifications to assist in the development of an heuristic analytic framework that can aid prediction of environmental trends in Africa. This task will be accomplished through a partnership with Penn State University. The Heron Group and Penn State University has developed the unique approach and supporting proprietary software to facilitate the introduction of causal relationships in strategic planning and the identifcation of key indicators.
