E-MAIL: Diane Harris, diane.harris.1@gsfc.nasa.gov. NASA/HQ plans to issue a a Sole Source Request for a 1 (one) year membership on the Corporate Leadership Council. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Corporate Leadership Council is a membership of senior human resources executives at leading corporations worldwide. The Council's research focuses on strategic management and change in the corporate enterprise through identification and dissemination of best-demonstrated practices for effective management of human capital across organizations. The Council's services are available to members only. Membership services include: (1)unlimited copies of current and past studies dealing with a wide range of human resource issues such as recruiting, retention, structure, leadership, team vs. individual interests, etc.;(2) annual Executive retreats for senior human resource executives at no extra cost; (3) regional briefing; (4)assignment of short-answer custom research projects without charge for staff or labor time, and quarterly project reports; (5) access to custom project library; (6)access to Council's services and communication with staff through World Wide Web Service at no cost; (7) educational services which include on-site presentations on the practices and organizational structures of the world's most progressive human resource departments; workshops for senior officers; and retreat implementation kit for conducting staff retreats. This membership is instrumental in assisting the Office of Human Resource and Education in adressing human resources initiatives. The comprehensive services provided with this membership have not been found with other organizations or councils. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
