value construction services Task Order Contract (TOC). The US Property
and Fiscal Office for New Jersey is soliciting proposals for multiple
award, multiple year, maintenance, repair and construction service
contracts. Source selection procedures in accordance with DFAR 215.3
shall be utilized for the basic TOC. Significant evaluation criteria
for the basic contract in descending order of importance are: (1)Past
Performance (2) Capability (3) Technical Management (4) Price Proposal.
Only Prime contractors interested should notify this office in writing
of their intention to submitt a proposal. Request for solicitation
documents MUST BE accompanied by a non-refundable check of $100.00 per
copy (bearing the solicitation number)made payable to the US Treasury.
The Government will provide contractors a web site address from which
the plans & specifications for the Prototypical Project may be
downloaded. It will be the contractor's responsibility to download the
plansand specification and have them reproduced. All requests for
solicitation package shall include the solicitation number, physical
mailing address (no PO Boxes unless contractor intends to collect
documents in person), point of contact, telephone number, e-mail and
facsimile number. FAX AND PHONE REQUEST WILL NOT BE ACCEPTED. For each
individual project the contracting Officer will issue, via e-mail, a
Request for Proposal form to TOC contractors. TOC contractors WILL
submitt Task Order Proposals via e-mail. Task orders will be issued to
TOC contractors based on the low competitive price, or a combination
of price and other factors (best value judgments) in accordance with
FAR 16.505. Task orders may be isued for a period of one (1) calendar
year from date of contract award, with options to extend contracts
annually for four (4) additional years. Task orders shall not exceed a
cumulative amount of $20 million to any one contractor; and an
individual delivery order shall not exceed $2 million. It is
anticipated the solicitation will be available for distribution on or
about 24 January 2000. Requests shall be submitted to the USPFO-NJ,
Contracting Office, 131 Eggert Crossing Road, Lawrenceville, NJ 08648.
There is a mandatory pre-proposal conference tenatively scheduled for
