NASA/JSC plans to issue a Request for Offers for the completion of
repairs and modifications to the tunnel system and its utilities. The
project includes the excavation, backfill, compaction, and site grading
for the installation of two new tunnel exits. Installation of new
electrical duct banks will require excavation, backfill, compaction,
site grading and pavement replacement. Several new sump pumps will also
be installed in the tunnel. Some of these installations will require
installing discharge piping to existing manholes. The project will also
include cast-in-place concrete construction of two new exit hatches,
replacement of existing steel hatch covers with light-weight aluminum
covers, waterproofing and concrete repair, installation of additional
drainage sumps in the existing tunnel floor. Steps, ladders, and safety
cages will also be required. Removal of abandoned communication cables
and providing additional cable trays in certain areas is also
included. The power distribution system will be reconfigured to
relocate existing 12.47 kv cables to duct banks. Twenty-five Gaitronics
handset units in Building 24 mechanical rooms will be added to the
Gaitronics communications system. This project has a base bid and three
additive alternates. Additive Alternate No. 1: Relocation of Feeders
4-6 and 5-6 from the tunnels to the duct banks, the connection of
service to the Building 24 South Substation in the new duct bank, and
the addition of new duct bank from Electrical Manhole No. 9D south to
the east-west tunnel leading from Building 44. The duct bank includes
the construction of new electric manholes, two bored road crossings,
and asphalt pavement repair in one parking lot. Additive Alternate No.
2: At the completion of construction of Phase III, the contractor will
be responsible for detailed cleaning of the tunnel. This includes the
removal of discarded construction debris, cleaning of utility surfaces
with damp rags and cleaning of the entire tunnel using a HEPA-VAC.
There is asbestos in the dust on the tunnel floor, therefore, no
cleaning procedures shall be used that produces large amounts of dust.
Additive Alternate No 3: A new run of duct banks from the north side
of Avenue B through Electric Manhole No. 11L and south to Electric
Manhole 105 will be installed. This includes all work to install the
duct bank with one bored road crossing and new electric manholes. No
cable will be installed in this new section of duct bank. The project
is a Small Business Set Aside. The order of magnitude for the
procurement is $1,000,000 to $5,000,000, and the effort shall be
completed within 420 calendar days after notice to proceed. The
Standard Industrial Classification Code for the procurement is 1731.
The corresponding size standard is $7.0 million for three years. The
contract will be awarded using "best value" selection criteria with
past performance and relevent experience and cost being of equal
importance. The anticipated release date of the Request for Offers is
on or about January 8, 2000, with an anticipated closing date of on or
about February 22, 2000. The firm date for receipt of offers will be
stated in the RFO. Drawings will be available from the identified point
of contact. All responsible sources may submit a proposal which shall
be considered by the agency. An ombudsman has been appointed -- See
Note "B". The solicitation and any documents related to this
