contractor must provide all necessary labor, materials, and equipment
required to construct a new building to house chillers and a chilled
water distribution system and provide and install all related
equipment. The work includes but is not limited to: (1)a 5000 square
foot, split face block, metal roof building, (2)three 1000 ton chillers
with related pumps and piping, (3) cooling towers, (4) chilled water
pumps, (5) cooling water pumps,(6) controls, (7) electric substation
with a transformer and switchgear, (8) pre-insulated underground
chilled water piping to connect the existing plant to the new chiller
plant, and (9) a centralized Control System. In addition to new work,
the successful contractor must complete retrofit work required at two
existing chilled water plants, Buildings 272 and 210. This work
includes but is not limited to controls, isolation valves, distribution
pumps, and ventilation equipment. The estimated price range for this
project is between 1.0 and 5.0 million dollars. A bid bond will be
required and after award the successful contractor will be required to
provide payment and performance bonds. The performance period will be
420 calendar days after receipt of notice to proceed. The SIC Code for
this action is 1541, with a size standard of 17.0 million. NOTE: The
Government contemplates award of a firm-fixed construction contract
resulting from this solicitation. NOTE, this is a negotiated
acquisition. Offerors will be required to simultaneously submit a fixed
price cost proposal and a detailed technical proposal. For purposes of
award, the Contracting Officer will select the best overall proposal
based primarily upon technical merits, with costs and other factors
considered as appropriate. In accordance with FAR 15.101, the
Government will utilize the best value continuum for evaluation of
offers during the selection process. The best value continuum is a
method of evaluating price and other factors specified in the RFP with
the objective of selecting the offer with the best overall proposal
based primarily upon technical merits with cost and other factors
considered as appropriate. The best value continuum provides the
opportunity for cost/technical tradeoffs, therefore, award of a
resulting contract will not necessarily be made to the lowest priced
offer or the highest ranked technical offer. The Solicitation, with
evaluation criteria, will be available on or about January 19, 2000.
