The estimated issue date is December 22, 1999 and the estimated bid opening date is January 24, 2000. The total duration of the contract will be 160 days. The downtime for the runway cannot exceed 60 calendar days and will be between April 1 and July 1, 2000. Invitation for Bids procedures will be utilized for this procurement in lieu of Requests for Proposals. This Invitation for Bids will include a specialized experience clause requiring the bidders to submit specific information demonstrating their ability to meet minimum qualifications of the solicitation. THIS SOLICITATION IS BEING ISSUED ON AN UNRESTRICTED BASIS. Davis Bacon Wages will be applicable to this project. A Small, Small Disadvantage and Women-owned Small Business Subcontracting Plan pursuant to the FAR Clause 52.219-9 (Aug 1996) will be required to be submitted by all large businesses being considered for contract award. Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database.
