Specialist (910)432-5262 This is notice of intent to issue a sole
source purchase order to Peltor Corp., PO Box 50362, Indianapolis, IN
46256. This contract action is for the purchase of 156 -- COMTAC2 with
padded leather over the head style (MT15H68FB) and 156 -- Cable
Harnesses (FL6AB). The hearing protection/communicaiton system is to be
used in the Special Forces Ground Mobility Forces Vehicles (GMVs) and
needs to meet the following criteria: a. Hearing protection system that
combines both low noise enhancement and high reduction automatically.
b. Overhead leather pad. c. Kelvar covered cables. d. Improved chip for
noise reduction. e. Submersible capability down to one meter in water.
f. Filtration of high decibel noise permitting verbal and radio
communication to continue within high-noise environments. g. Ability to
maintain noise protection and verbal communications providing enhanced
safety during high-risk mounted battle drills. h. No ambient noise
heard during transmissisons, making system ideal for a high noise
environment such as the battlefield. i. Fits seamlessly with the
Mobility Ballistic Communications Helmet and is an integral part of a
combined helmet/communications system. j. Submersibility ensures no
dust/dirt/sand penetration into sensitive ear canals in Special Forces
Group(A) operational environment. k. Low noise enhancement allowing
the user to hear better and with more clarity than with just using the
human ear. The government intends to solicit and negotiate with only
one source under the authority of FAR 6.302-1. Offerors who can furnish
the required items described above may submit, in writing, a proposal
substantiated by technical data, brochures,....etc. to include pricing
(FOB Destination-Fort Campbell, KY 42223). All responses must be
received within 15 calendar days of the date of this CBD notice. No
telephone requests will be accepted. Requests for a solicitation will
be considered Non-Responsive. All responses from responsible sources
submitting the required information will be fully considered. As a
result of the analyzing responses to this synopsis of intent, the
Contracting Officer may determine that the action may be competed with
resulting award under the Simplified Acquisition Procedures.
Responsible firms responding to this synopsis will be considered if the
