Lake, CA intends to enter into negotiations, on an other than full and
open competition basis, with Thermal Jarrell Ash Corp., Thermo-Optek
Service Operations, 27 Forge Parkway, Franklin, MA to procure, on a
commercial basis, an ICP Plasma Optical Emission Mass Sprectrometer
Instrument (POEMS-3), with accessories. This instrument is capable of
both mass spectromatic and optical emission detection. Both the
emission and mass analyzer systems share the same plasma source, sample
introduction system, and user interface allowing the analyst to use the
optical system, mass analyzer, or both for elemental analysis. The
instrument has the capability of two analytical detection systems,
optical emission and mass spectrometry, integrated into the same
instrument package. Because of stringent space, utility and exhaust
limitations, this is a critical feature. Required equipment includes:
1) POEMS-3, number 13953000 System and components with thefollowing
features: OCP Ion source, Ion sampling interface, vacuum system and
mass spectrometer, emissions, spectrometer/spectrograph,
Thermospec/POEMS software, pentium data system; 2) Upgraded Pentium
Data System, number 14015400; 3) High Resolution Option, number
13837700; 4) TJA 300 Autosampler, number 12930311; 5)Air-Cooled Water
Chiller, number 5000002; 6) Exhaust Blower, number 13897101; 7) Vent
Kit, number 13911900; 8) One year consumables supplies kit; 9) Torch
kit, number 14042100; 10) Training on-site for one individual; 11)One
year software maintenance. The instrument shall be installed in a
designated space in the Government facility, China Lake, CA. The
spectrometer instrument, containing the plasma ion source, mass
spectrometer, and optical emission detector, and excluding vacuum pumps
and peripheral hardware such as water chillers and refrigerators, shall
operate from an existing laboratory electrical supply of 208V, single
phase, 30 A maximum. The spectrometer instrument shalloperate with
existing laboratory exhaust venting capabilities that do not exceed 500
cfm. Operational training, formal training, and software maintenance
will be required. The instrument will be successfully demonstrated
using acceptance criteria stated in the RFP. Required delivery is three
