1.Modification of CBD notice # 263-(m9)-Q-0001: is herin Cancelled.
2.The Clinical Center at the National Institutes of Health is seeking
to 3.identify all capable sources interested in providing a web-based
market 4.place shopping system for researchers at the Clinical Center
to be able 5.to procure specific research items at competitive prices.
The selected 6.vendor shall also be required to provide ongoing
service and support both 7.for Clinical Center users of the system as
well as updating/upgrading of 8.the system itself. This system shall
provide an electronic catalog and 9.ordering system offering a wide
selection of life science products-from 10.biological and chemical
reagents(antibodies, enzymes,cell culture media 11.molecular biology,
reagents and organic and inorganic chemicals), to lab
12.supplies,instruments and equipment. The selected source should have
an 13.ordering system that will accommodate both purchase order and
credit card 14.requests. The selected system should provide the ability
to quickly search 15.for and compare hundreds of thousands of products
through easy to use and 16.specialized search engines that will guide
purchasers through every step 17.of the process-from product search,
to checkout,to review of order status. 18.Requestor should have the
ability to search by product name, product 19.category, supplier
name,catalog number or product description. Requestor 20.should be able
to perform a category search which should allow searching 21.by
attributes unique to any given category. Selected source's web site
22.must be able to sort according to FSS/VA mandatory priority business
first 23.(i.e. small business, 8A, women,minority owned business,etc).
Requestor 24.should have the capability to complete all orders
on-line. Selected source 25.should be able to monitor every step of the
fulfillment process, notifying 26.requestor immediately(on the same day
of placement of order) by e-mail of 27.the status of any
exceptions(i.e. back-orders or delays). The system 28.should be able to
honor Federal Supply Schedule/Veteran's Administartion/ 29.or best
customer's pricing on all items and provide discount validation on
30.all orders on a monthly basis which includes list and discount
pricing on 31.each item ordered. The system must offer specific pricing
information, 32.updated product information and the ability to
introduce new products 33.without the limitations of paper catalog
publication cycles. This system 34.shall be utilized by several
different departments within the Clinical 35.Center, totaling no more
than 100 users. 36 37.Interested vendors should furnish written
capability statements to the 38.individual identified below. These
statements should address in sufficient 39.and adequate enough detail
how their system can fulfill the identified 40.needs of the Clinical
Center as detailed above. Additionally, the 41.capability statements
should provide a full description of the vendor's 42.prior experience
in furnishing and managing such web-based marketplace 43.shoppingsystem
to Government as well as commercial customers as well as 44.names and
phone numbers of 3-5 past as well as current customers. 45. 46.This is
not a formal request for proposal but a sources sought request for
47.information to assist the Government in determining how to best meet
its 48.needs. The Government will not pay for preparation or submission
