(DWI), of San Diego, CA to support the research, analysis, design, documentation, configuration management and engineering support related to continued development, procurement, production, modification, maintenance, and use of the Data Link Test Tools (DLTT) and Gateway System (GS) in a OS -- 2 operating system environment. DWI is currently the incumbent contractor under contract number N66001-96-D-0005. The contract is to be a cost plus fixed fee delivery order for a base period of five (5) years. The cost and time to develop this technical capability within another contractor's workforce would result in substantial duplication of cost that is not expected to be recovered through full and open competition. Furthermore, this would delay the completion of the development efforts by at least one-year and would seriously jeopardize the viability of the project.
