The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with the National Academy of Sciences (NAS), 2101 Constitution Avenue, Washington, D.C. under the authority of 41 U.S.C. 253(c)(1) -- Only one responsible source. This procurement requires the expertise of an unbiased and independent science and technology organization, with multidisciplinary membership. NAS is uniquely qualified to bring together the nation's leading research and development sectors of government, universities, and private industry to participate in a roundtable discussion of every aspect of science and technology policy and its relationship to the U.S. economy and the overall effect concept of technology transfer. The period of performance for this requirement is from award of the contract through one (1) year thereafter, with two (2) additional 1-year option periods. The Government anticipates the award of a cost-reimbursement (no fee) contract. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
