NASA/LaRC plans to issue a Request for Quotation (RFQ) for MAINTENANCE OF THE SCIENTIFIC AND TECHNICAL INFORMATION LIBRARY AUTOMATION SYSTEM (STILAS) SOFTWARE MAINTENANCE, YEARLY UPGRADES, REVISIONS, AND PHONE SUPPORT SERVICE. THE STILAS SOFTWARE IS USED IN THE NASA GALAXIE ON-LINE INFORMATION SYSTEM THAT SUPPORTS ALL LIBRARIES IN THE AGENCY AND PROVIDES ACCESS TO LIBRARY HOLDINGS AT EACH NASA CENTER. THE PERIOD OF PERFORMANCE FOR THIS SUBSCRIPTION SERVICE WILL BE FOR A PERIOD NOT LESS THAN ONE YEAR WITH OPTIONS TO EXTEND THE PERIOD OF PERFORMANCE FOR FOUR (4) ADDITIONAL ONE-YEAR PERIODS. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from SIRSI CORPORATION, OF HUNTSVILLE, ALABAMA. SIRSI Corporation developed the STILAS software that is used for the NASA Galaxie systems. As such, they are the only party who is able to troubleshoot, upgrade the STILAS software, answer software questions, and resolve problems in a timely manner. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have FIFTEEN (15) days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the FIFTEEN (15) days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
