detection and monitoring services are required for Air Combat Command
sites and locations throughout the United States. Services include
installation of leak detection monitoring systems with provisions for
technical and analytical techniques necessary to determine leaks of 0.5
gal/hr on underground tanks (range:1,000 to 50,000 gallons) and
underground piping at the following locations: Cannon AFB NM,
Davis-Monthan AFB AZ, Holloman AFB NM, Nellis AFB NV, Offutt AFB NE,
Seymour-Johnson AFF SC, Barksdale AFB CA, Beale AFB CA, Dyess AFB TX,
Ellsworth AFB SD, Langley AFB VA, Minot AFB ND, Moody AFB GA, Mt Home
AFB ID, Shaw AFB SC and Whiteman AFB MO. Services also include leak
test, analysis of the systems, and sample analysis as required by state
and EPA regulations. Some aboveground storage tank leak detection
monitoring will also be required. LDMS to be performed under the
following conditions: (1) Tanks and piping must remain in service
throughout the installation and operation of the system. (2)
Differentiation between surface spills and actual tank/pipe leaks and
(3) Differentiation between background contamination and a current
leak. The SIC code is 8711. The contract performance period will
include a basic year and four, one year options. Interested sources
shall include information detailed in CBD Note 25 regarding relevant
company experience. Information should identify and describe the leak
detection monitoring system technology that would be used to perform
the above services. Any other specific and pertinent information as
pertains to this notice that may enhance the capability of the
described leak detection method to accurately measure rates of leakage
should also be submitted. The response must include any applicable
licensing or certifications showing the contractor's qualifications to
install and operate the proposed leak detection technology and/or
equipment. Submit other certifications required by regulating agencies
as necessary. Provide any other documentation showing qualifications
to provide leak detection monitoring services. When responding, please
provide the company name, point of contact, telephone and facsimile
numbers, and Internet address. COMPANIES SHALL INDICATE WHETHER OR NOT
THEY ARE A SMALL BUSINESS. THIS IS NOT A REQUEST FOR QUOTATIONS. NO
