synopsis/solicitation for commercial items. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation document,
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-14. Simplified Acquisition Procedures will be
followed according to FAR part 13, 52-212-1, 2,3,4 &5. The USDA, Animal
and Plant Health Inspection Serviced (APHIS), Plant Protection and
Quarantine (PPQ), intends to acquire maintenance and repair service on
existing "Amnesty Bins" (waste receptacles) at locations in Calexico,
Los Angeles, Oakland, San Jose, San Ysidro, San Francisco in the State
of California. This also includes the possibility of providing (14) new
amnesty bins upon request, bins to be of different color schemes based
upon whatever color the particular airport specifies. We agree to give
the contractor 10 days to obtain the required color before
manufacturing the products for the first time. Firm fixed price
contract will be awarded with F.O.B. destination. Contract period is
from January 3, 2000 thru May 31, 2000. Description of Maintenance
specifications: The existing amnesty bins will occasionally require
general maintenance and repair such as installing new molding,
repairing or replacing damaged doors and repairing or replacing
pamphlet holders. The contractor shall provide full service maintenance
including parts, labor, supplies, ect. necessary to maintain the
amnesty bin s in good operating condition. All required travel,
lodging, and daily subsistence expense shall be included in the hourly
rate. Description of new amnesty bins specifications: The amnesty bins
are to be constructed with 5/8" plywood with an interior melamine
measuring 24": square by 80-1/2" in height. The exterior surfaces are
to be laminated with Formica or a similar material. Specific color
scheme will be determined by each individual airport. All vertical
corners must be protected by extruded aluminum moldings ("L" brackets).
The heads of the screws are to be sunk into the aluminum "L" bracket
molding on each corner. Four (4) non-locking casters with a capacity of
150 pounds, 3" in size are to be installed at the bottom of each bin
with a protective concealment skirting, 3-1/2" in height, of plywood,
recessed within laminate. Two (2) recessed handholds must be installed
on middle back on opposite sides for moving the bin. Each bin will
have a one way Formica surfaced disposal door, 20" long by 10" height,
in front of the bin with a swinging-type hinge located on the inside
of the bin and inside surface of the door. A piano hinged entry door,
25" tall by 20" wide, is to be installed on either the left or the
right side of the bin, with a recessed handle and a lock. The spacing
between the bottom of the disposal door to the top of the entry door is
to be 6-1/2". All door edges are to be painted the color of the
exterior laminate surface. A funnel shall be installed and secured on
the inside at a height right below the disposal door. A funnel lid will
be made from plywood, as part of the unit, to provide a funnel effect.
Under the funnel will be a 30 gallon plastic waste can which will be
resting on a platform built into the unit. The government will be
responsible for providing disposable plastic waste bags to hold
contents of the bin. One-eight inch (1/8") Plexiglas with matte Finnish
will be on the right, left, and front sides measuring 24" wide by
34-1/2" high, for insertion of posters. High performance vinyl figures
and symbols shall be fabricated and installed on all bins. USDA will
supply the decals and appliqu s place on the exterior of the bins.
Blueprint requirements: Offerers are required to submit a blueprint or
drawing for the new amnesty bin offered. Failure to submit a blueprint
or drawing with your offer will result in your offer being considered
non-responsive. Repair request shall be accepted only from the Officer
