Contracting Officer, 202-220-5645 DESC: The D.C. Pretrial Services
Agency (PSA), an independent agency under the umbrella of the U.S.
Court Services and Offender Supervision Agency (CSOSA), has a
requirement for medically managed detoxification services for
defendants who have been mandated by the Courts to receive
comprehensive alcohol and drug abuse treatment as a condition of their
release. Individuals referred for medical detoxification may be dually
diagnosed with severe addictions and psychiatric disorders. The
Contractor shall provide up to thirty (30) residential treatment beds
for an average period of 5-10 days. The Contractor shall be able to
provide services to 10% of the population in Spanish and, as needed, to
defendants with physical disabilities. Detoxification and treatment
services shall be provided in accordance with ASAM Placement Criteria
for Medically Managed Inpatient Detoxification. The Contractor shall
perform urinalysis drug testing on defendants upon entering the
program, and will ensure compliance with Chain of Custody procedures
(security of specimens, supplies, proper facilities, confidentiality,
etc.,). Treatment beds shall be available twenty-four (24) hours per
day, seven (7) days per week, including holidays. The facility shall
meet all local/state/federal requirements for zoning as well as fire
prevention and overall safety. The facility shall be certified by the
Joint Commission on Accreditation of Healthcare Organizations (JCAHO)
or shall be in the process of obtaining JCAHO certification. If
certified, current copies of all required documents shall be submitted
to the Contracting Officer upon contract award. If the facility is in
the process of obtaining certification, the Contractor must
demonstrate and provide documentation to support the steps taken to
obtain accreditation. Facilities located outside Washington, D.C., or
not accessible to local transportation, shall provide transportation
services for defendants entering their program. The Contractor shall
provide nutritionally balanced meals three (3) times per day, and an
evening snack, seven (7) days per week. The Contractor shall ensure
that vacant rooms are kept in a state of readiness at all times to
accept clients upon referral by the PSA. The term of this contract
shall be approximately one year with two one-year options. The type of
contract is Firm Fixed Price with the possibility of multiple awards.
