COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 6,1999 PSA#2489RISK MANAGEMENT SOFTWARE The Department of Veterans Affairs, Austin
Automation Center (VAAAC) intends to negotiate on a sole source basis
for license fees at 2 sites, maintenance, and training costs to
Northpoint Software Ventures, Inc. for risk management/ mitigation
software. This software will be used by the Veterans Health
Administration, Business Enterprise Solutions & Technologies Service
(BEST) on an information technology initiative for the period of 1
year. * This risk management software and services shall be able to
meet similar/like requirements as identified below: * Quantitative
approach to managing risk associated with an IT initiative. * Capable
of providing a work breakdown structure with entry points for tasks and
subtasks, deliverables, schedule, and resources as defined by the
Government. * Analyze an organization's (e.g., BEST) strategy,
knowledge, technology, project and product plans, marketing strategies,
alliances, management, and financial plans. This will include:
calculation of risk index, performance summary that identifies
strengths, weaknesses, key areas of risk/knowledge, and re-forecasting
a financial plan. * Risk management software training. Interested
vendors have 5 days from the publication date of this synopsis to
submit a capability statement (i.e., technical specifications,
brochures, and any price lists) via email to the contracting officer at
the following email address: david.copeland2@mail.va.gov. This
information should demonstrate the vendor's bonafide ability to meet
the Government's identified requirements. After analyzing vendor's
capability statements, the contracting officer will determine if a
solicitation will be issued. If a solicitation is issued, no additional
