COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 6,1999 PSA#2489AIR FORCE MODERNIZATION PLANNING CONCEPT CALL In support of the United
States Air Force (USAF) Modernization Planning Process (MPP), the
Aeronautical Systems Center Plans and Programs Directorate (ASC/XP) is
collecting and evaluating potential solution concepts to current and
forecasted Air Force Mission Area needs and deficiencies. Although
several USAF Centers issue Concept Calls, inputs to ASC may have
application throughout the Air Force. This is not a Request for
Proposal. The government does not intend to award a contract on the
basis of this Concept Call. Submitting data or information for the
Concept Call is totally voluntary, and participants will not be
compensated. All information and data submitted to the government must
be nonproprietary and will not be treated by the government as
confidential. ASC Technical Planning Integrated Product Teams (TPIPTs)
have collated needs and deficiencies in the following Mission Areas
and functional tasks: Air Superiority (Air-to-Air, Electronic Combat
Theater Missile Defense), Aircrew Training, Special Operations (Provide
Mobility of Forces in Denied Territory, Force Application,
Psychological Operations, Aviation Foreign Internal Defense, Joint
Air-SOF Battlefield Interface), Mobility (Combat Delivery, Strategic
Airlift, Air Refueling), Air Base Systems, Air-to-Surface (Strategic
Attack/Interdiction, Close Air Support), and Rescue. ASC/XP is
facilitating USAF identification of potential solutions to the needs
and deficiencies from industry. The needs and deficiencies can be made
available to any government agency or US industry participant in the
DoD Industrial Security Program. To participate in this solicitation
for information, requesters must provide ASC/XP with: (a) mailing
address, (b) CAGE code, and (c) a point of contact according to the
procedures in the following paragraph: Qualified industry participants
can electronically obtain needs and deficiencies by Mission Area and
instructions for submitting solution concepts to the needs or
deficiencies. To be provided access to the instructions, needs,
deficiencies, and a concept submittal template, go to
http://www.wpafb.af.mil/asc/xp/concall/ and follow the instructions.
Once you have obtained a user name and password, you may download the
needs and deficiencies files. Submittals will be accepted on a
continual basis. However, concepts submitted before 30 September 2000
will have a higher probability of receiving Air Force consideration in
the 2004 Program Objective Memorandum activity occuring in July 2001.
The TPIPTs plan to evaluate concepts for USAF applications and forward
them to appropriate government agencies. Questions regarding the
