Armament Center (AAC) is pursuing conversion of a portion of its
Combined Customer Service function to a contract activity based on an
OMB Circular A-76 study. This action was previously synopsized on 21
Oct 99 and amended on 28 Oct 99. It is anticipated that Two-Step Sealed
Bidding will be utilized. AAC contemplates release of a draft Request
for Technical Proposal (RFTP) on the Federal Government's Electronic
Posting System at www.eps.gov. during May 2000. THIS IS ONLY AN
ESTIMATED DATE. The functions under study are subject to change but
presently include the following: (1) Education and Training Flight
(ETF) Operations Section; (2) Military Personnel Customer Service; and
(3) The Arts and Crafts Store. The ETF provides services to support
approximately 4000 civilians and 7100 military members and consists of
5 sections including but not limited to the following services: (a)
The Operations Section manages a variety of civilian education and
training programs; interfaces with Defense Acquisition University for
specialized acquisition courses for personnel to obtain professional
certification and career advancement; and manages the Education &
Training Management System (ETMS-Web); (b) The Base Enlisted Specialty
Training function manages and implements On-the-job Training (OJT)
policy and procedures; (c) The Education Services function administers
tuition assistance, provides professional educational counseling,
enrolls members in educational courses, and offers academic and
vocational testing services; (d) The Distance Learning function
maintains the Base Distance Learning Library, is the focal point for
Computer Based Training Administration, and provides and maintains
equipment to receive training and seminars via satellite downlink; and
(e) The Formal Military Training function allocates training and
Professional Military Education quotas. The Military Personnel Customer
Service function provides services to support approximately 7100
military members and provides services to include (a) Personnel support
through systems administration, equipment management and customer
service; (b) Administration of performance report program (Enlisted and
Officer Performance Ratings) including updating report data in the
Personnel Data System; (c) Administration of formal training for
personnel; (d) Distribution of guidelines for the base awards and Air
Force decorations programs to include reviewing award recommendations
and establishing procedures for processing recommendations to award
authority; and (e) Records management to include storage, security and
accountability of personnel records. Descriptive information for the
Arts and Crafts function is not yet available. The proposed service
Standard Industrial Classification Code (SIC Code) for this acquisition
is 8744 ($5 million). This action is under 100% small-business
set-aside. The number of funded authorizations performing the services
currently are: 29 military and 11 civilians. These numbers have
changed from the initial synopsis and are subject to further change.

appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
process. Matters of a routine or administrative nature concerning this
acquisition should not be addressed to the Ombudsman but rather to the
Contracting Officer or Contract Specialist identified above. For any

solicitation will not be issued, but the solicitation will be available
on the Federal Government's Electronic Posting System at www.eps.gov.
