Statement of work for Base Guide POC: TSgt. Douglas Crowley 355th
Contracting 520-228-4830 1. GENERAL PROVISIONS A. This contract
provides for the publisher to publish an annual base guide, base
guide/phonebook and installation map to be known as the "Davis-Monthan
Air Force Base Newcomers Guide," a commercial enterprise guide and map
published to provide command information to personnel of Davis-Monthan
AFB. This publication is subject to the requirements of Air Force
Instruction 35-301 and to the conditions and agreements as contained
herein. B. The publisher agrees to use the "Davis-Monthan Air Force
Base Newcomers Guide," which is owned by the government, and no other
name, on the guide as directed by the commander during the life of the
contract, unless otherwise directed by the commander. Publisher
further agrees not to contest ownership by the government of the
foregoing name or to make any use directly or indirectly of that name
or a name confusingly similar to that name on any publication it may
independently produce. C. Each issue of the guide shall consist of not
less than 90 editorial pages and no more than 94 editorial pages (this
includes the telephone directory section of the guide). 1. Copy or art
provided by the Department of Defense or Air Force may not be used in
commercial advertisements to promote the sale of goods or services
offered by advertisers, except as provided by Air Force Instruction
35-301. 2. Size: The size of the guide will be at least ten and
three-quarters (10 ) inches long by eight (8) inches wide. The map
should be twenty-three (23) inches by thirty-five (35) inches, folded
to three and one-half (3 ) inches by eight and one-half (8 ) inches. 3.
Content: The number of pages and photographs is not specifically
restricted except to reasonable needs and shall be of sufficient
quantity to present comprehensive coverage of base facilities, services
and the surrounding community. 4. Publisher will provide a minimum of
59 color pages. Multiple color (four-color processed reproductions)
photographs may be used on the front and back cover and front inside
cover, and a total of 59 inside pages. There is no restriction placed
on the total number of color photographs throughout the entire guide
and on the covers. The public affairs officer will determine the
quantity. 5. The map shall also be full color (four-process color
reproduction) and shall not consist of less than sixty percent (60%)
editorial and map content. 6. Specifications: The publisher agrees to
provide 6,000 copies of the guide each year, 7,500 of the guide/phone
book and 13,000 copies of the map each year. a. Cover stock on the
guide shall be 10-point or better heavy, coated on both sides and
varnished for high luster finish. A sample of the cover stock shall be
submitted to the public affairs officer for final selection and
approval. b. Paper stock shall be high quality, seventy (70) pound
stock or better for editorial copy and 50 pound matte stock for phone
book section. A sample of the paper stock will be submitted to the
public affairs officer for final selection and approval. c. The
publisher shall provide a detailed base map and area city map for
inclusion as foldouts in the guide. d. The guide shall be "perfect
bound," with quality three-knife, fine-edge trimming. e. The publisher
shall provide the public affairs officer a selection of not more than
four (4) proposed covers and editorial page design concepts from which
to choose. The publisher agrees to have art design personnel travel to
Davis-Monthan AFB at his expense as often as might be necessary to
complete the design of the book. f. The publisher agrees to prepare a
comprehensive editorial section on the local Tucson community and the
state of Arizona, complete with photography, for approval by the public
affairs officer. 7. The publisher will provide a variety of typestyles
and faces for headline and copy to be selected by the public affairs
officer. 8. The public affairs officer will furnish all editorial copy,
headlines and captions to be used in the base portion of the guide and
map. All color and black-and-white photographs in the base section of
the guide and map will be approved and submitted by the public affairs
officer including those taken by the publisher and his representatives.
The publisher agrees to use only the copy and photographs furnished and
approved by the public affairs officer in the base section. 9. The
publisher will provide a local area professional photographer, at a
time agreed upon with the public affairs officer. The publisher will
provide the publication using digital image photography vs. slides or
prints. 10. All artwork, including design, photographs and slides,
including those originated by the publisher in the process of preparing
the guide, will be made available to the public affairs officer for use
in any other publication or presentation. D. The masthead of each issue
shall carry the following disclaimer in type no smaller than six point:
"Published by (Name of Publisher) a private firm in no way connected
with the U.S. Air Force, under exclusive written contract with
Davis-Monthan Air Force Base. This commercial enterprise Air Force base
guide/installation map is an authorized publication for members of the
U.S. military services. Contents of the guide or map are not
necessarily the official views of, or endorsed by, the U.S. Government,
DOD, or the Department of the Air Force." "The appearance of
advertising in this publication, including inserts and supplements,
does not constitute endorsement by DOD, the Department of the Air
Force, or (Name of Publisher) of the products or services advertised."
"Everything advertised in this publication shall be made available for
purchase, use, or patronage without regard to race, color, religion,
sex, national origin, age, marital status, physical handicap, political
affiliation, or any other nonmerit factor of the purchaser, user, or
patron." "Editorial content is edited, prepared, and provided by the
Public Affairs Office of Davis-Monthan Air Force Base. All photographs
arc Air Force photographs unless otherwise indicated." The masthead
may contain the names and editorial titles of military and civilian
members assigned the duty of preparing its content. If used, the names
and titles shall be listed in a section of the masthead entitled
"Davis-Monthan Air Force Base Editorial Staff." Editorial content
pertaining to the guide shall be based on information prepared and
submitted by the public affairs office of Davis-Monthan AFB. All other
editorial material, including information about the local area and
state, must be approved by the PAO. 2. PUBLIC AFFAIRS REQUIREMENTS. The
public affairs office shall: A. Furnish all editorial materials,
headlines, cutlines, photographs, and line art to be used in the guide.
The public affairs officer assumes responsibility for the security and
accuracy of content provided. 1. The public affairs officer agrees to
deliver to the publisher all copy by 15 August of each year. Up to 10
percent of copy and photographs may be delivered or changed prior to
an absolute deadline of 15 September. (Exception: The 2000 base guide,
base guide phonebook and base map production schedule will be
determined once the contract is awarded, with the base guide being
delivered no later than 15 March 2000.) 2. There shall be no limit on
the number of photographs used in each edition. B. Guarantee first
publication and distribution of the editorial content in the
publication. C. Specify design and layout of editorial content and may
specify advertising layout to enhance communication effectiveness of
the guide or map. D. Review advertisements prior to publication to
identify any that are contrary to law, DOD, or military service
regulations. E. Be responsible for final proofreading of all material,
checking for accuracy and security of content. 3. PUBLISHER
REQUIREMENTS. The publisher will: A. Comply with provisions of Air
Force Instruction 35-301 and the provisions and requirements as
contained herein. B. Use only the editorial material, photographs and
art provided by or approved by the Public Affairs Office. C. Furnish
the Public Affairs Office galley proofs of all editorial copy to be
used in the publication. 1. The publisher agrees to send a
representative to the base for planning and coordination of design and
production. Publisher agrees that Air Force representatives are to be
the final approving authority for work of his production personnel,
and will ensure that Air Force representatives will not be used for any
labor or activities related to production of this publication. 2. The
publisher will provide a professional local area photographer to take
photographs at the base and a professional designer to assist the
public affairs officer in forming the plan for layout, design,
photography, etc. The publisher will perform the design of the entire
guide, subject to the approval of the public affairs officer. 3. The
publisher will ensure that all pages containing advertising appear only
in the advertising section following the base editorial pages. D.
Furnish the Public Affairs Office editorial page dummies no later than
15 October. (Exception: The 2000 base guide, base guide phonebook and
base map production schedule will be determined once the contract is
awarded, with the base guide being delivered no later than 15 March
2000.) 1. The publisher agrees to furnish for each edition, at his/her
expense, all required color separations. 2. The publisher agrees to
furnish the public affairs officer complete advertising-page dummies
prior to production. E. Be responsible for the makeup of each page,
subject to the public affairs officer's supervision. The publisher
shall offer a guide design service and graphic and commercial art
services. F. Solicit all advertising. G. The public affairs officer
will inform the publisher of any change to the Davis-Monthan AFB
homepage's uniform resource locator (URL); the publisher will update
that link as needed. 3. ADVERTISING A. Neither the publisher nor his
representatives shall solicit advertisements in the name of
Davis-Monthan AFB or the Department of the Air Force. Active-duty
military and civilian personnel are prohibited from soliciting,
endorsing or accepting payment for advertisements. B. The publisher
shall not accept for publication advertisements that are worded or
phrased to give the reader the impressions the Department of the Air
Force in any way endorses, guarantees or sponsors any product or
service. Advertising that discriminates or implies discrimination
against any person because of race, color, religion, sex, national
origin, age, marital status, physical handicap, political affiliation
or any other nonnumeric factor of the purchaser, user or patron shall
not be carried. If a violation or rejection of this equal opportunity
policy by an advertiser is confirmed, the publisher shall refuse to
print advertising from that source until the violation is corrected. C.
The publisher shall not enter into exclusive advertising agreements
with any firm, broker or individual. D. No commercial enterprisecomic
or feature supplements shall be distributed with this publication. E.
No advertising will be placed on the front cover, outside back cover or
anywhere in the editorial copy of the guide. 5. COST A. All proceeds
from the sale of advertisements for the guide and map go to the
publisher, who agrees to look exclusively to such advertising for all
costs and profits, if any. B. The publisher agrees to bear all costs
and expenses of publishing the guide and map. It is expressly agreed
that neither the United States, the commander, his or her
representatives and successors, nor Davis-Monthan AFB shall be liable
for any expenses or obligations incurred in publishing the guide and
map. C. No appropriated or nonappropriated funds of the United States
shall become due to be paid to the publisher by reason of this
contract. D. The publisher shall not be required to pay money to
Davis-Monthan AFB or to provide goods, services or considerations not
directly related to publishing the guide and map 6. PUBLICATION AND
DISTRIBUTION A. The base guide shall be published in December of each
year and the publisher shall furnish the Public Affairs officer on the
date of publication 6,000 copies of the guide, 7,500 of the base
guide/phone book and 13,000 maps. Exception: The public affairs officer
may change the number of copies to be furnished when necessitated by
significant increases or decreases of military and civilian personnel
at Davis-Monthan AFB. Publication shall be once in a calendar year. B.
The guides and map become the property of the Department of the Air
Force upon delivery at Davis-Monthan AFB. C. The publisher shall not
make distribution outside the intended audience of Davis-Monthan AFB.
The publisher may provide a copy of the base guide and map to an
advertiser whose advertisement is carried therein. 1. The publisher
agrees to mail, at his/her cost, up to 300 copies of each edition to
addresses furnished by the Public Affairs Office. 2. The publisher
agrees to maintain on file at least 20 copies of each edition of the
base guide and map for the period of the contract and renewals, if any.
D. The public affairs officer will furnish all editorial materials and
photographs for the base portion of the guide to the publisher not
later than 15 September. (Exception: The 2000 base guide, base guide
phonebook and base map production schedule will be determined once the
contract is awarded with the base guide being delivered no later than
15 March 2000.) E. The publisher agrees to furnish a complete dummy
paste-up of the guide, including all copy from the base, community and
advertising sections, not later than one month prior to publication.
Positives of all photo reproductions will be included. The public
affairs officer must return this dummy paste-up, with changes and
corrections noted, within two weeks of receipt. F. The publisher agrees
to deliver 6,000 copies of the completed base guide and 7,500 base
guide/phonebook by 15 December. This includes delivery; freight
prepaid, to the Public Affairs office, Davis-Monthan AFB, by that date.
The publisher agrees to deliver 13,000 maps by 31 December. This
includes delivery; freight prepaid, to the public affairs office,
Davis-Monthan AFB, by that date. (Exception: The 2000 base guide, base
guide phonebook and base map production schedule will be determined
once the contract is awarded with the base guide being delivered no
