M00027-00-Q-0004, for commercial items prepared in accordance with the
format in FAR, Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are requested. A WRITTEN SOLICITATION WILL
NOT BE ISSUED. THERE IS NO OTHER DOCUMENT. This notice is considered a
Request for Quotation (RFQ). This document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-14. The U.S. Marine Corps has a requirement to train approximately
seven Marines per year as court reporters. The training program must be
approved by the National Court Reporters Association and take place
within a 50 mile radius of the Pentagon, Washington, D.C. At the end of
a 24 month training period, the Marines must be capable of achieving no
less than 200 words per minute. The program will include at least six
credit hours of computer-aided transcription editing,, six credit hours
of reporting procedures, nine credit hours of machine shorthand theory,
three credit hours of profesionalism and ethics, three credit hours of
legal terminology and court structure, and nine credit hours of
English. The contract will be for a period of one year beginning
January 1, 2000 with four one-year options for a total of five years.
The following FAR provisions apply to this acquisition (access to the

52.212-1, Instructions to Offerors -- Commercial Items, plus any

will be made to the responsible offeror whose offer conforms to the
solicitation and is found to be most advantageous to the Government,
price and other factors considered (Past Performance). 52.212-3,
Offeror Representations and Certifications -- Commercial Items. NOTE:
Offerors must include a completed copy of this provision with their
quote. 52.212-4, Contract Terms and Conditions -- Commercial Items,
plus any subsequent addenda. 52.212-5, Contract Terms and Conditions

The following sub-paragraphs under paragraph (b) of 52.212-5 are hereby
checked: (11), (12), (13), (14), (15), (20), and (22). Interested
