No. (808) 474-7316 Project A: Construction Missile Magazine. The work
includes construction of two (2) earth covered 95' x 50' reinforced
concrete missile magazines (Type C) without exterior platforms, with
humidity control to maintain humidity at 50% and temperature at 75
degrees F (+/- 5 degrees). It also includes 25' wide sliding fire
doors, lighting and grounding systems, security fencing, erosion
control, access road and service areas. Project B: Construct Missile
Assembly Building. The work includes construction of a pre-engineered
metal building with a 30-foot high bay containing two assembly areas.
It also contains a test room, mechanical/electrical room, guided
instrumentation lab and toilet area. The structure includes two (2) 34'
wide accordion-type doors, a 25-ton bridge crane, air conditioning,
fire protection, lighting, power, telephone, lighting protection and
grounding systems, and security fencing. Supporting facilities include
a water tank, fire pump house, and emergency generator building.
Location: Pacific Missile Range Facility, Barking Sands, Kekaha, Kauai.
The estimated cost is between $5,000,000 to $10,000,000. THE STANDARD
INDUSTRY CODE FOR THIS PROCUREMENT IS 1629 AND THE ANNUAL SIZE STANDARD
IS $17.0 MILLION. The estimated construction time is 360 calendar days.
This procurement is 8(a) set-aside and limited to qualified 8(a) firms
in the Honolulu District which includes Hawaii and Guam. THE
GOVERNMENT WILL NOT CONSIDER OFFERS FROM OTHER THAN 8(a) SMALL BUSINESS
CONCERNS OR 8(a) FIRMS OUTSIDE THE HONOLULU DISTRICT WHICH INCLUDES
HAWAII AND GUAM. This is a source selection procurement requiring both
technical and price proposals. Contract award will be made to the
offeror proposing the best value to the Government from a technical and
price standpoint. Price is considered approximately equal to the
technical evaluation factors. Technical evaluation factors are as
follows: (1) Experience/Past Performance; (2) Qualifications and
Experience of Key Personnel; and (3) Management Plan. The Request for
Proposal (RFP) will be available (paper copy only) on or about December
17, 1999 for a non-refundable charge of $189.53. AMENDMENTS AND NOTICES

if you are prime, subcontractor, or supplier. Mark the front of the
envelope with the RFP No. Allow at least ten days for mailing from the
date your request is received. Companies wanting the RFP to be sent
via air express service must furnish their express service airbill
label with the recipients name, telephone no., company name, address,
company's account no., and type of delivery filled in. Failure to
provide any of the above information, as indicated, may delay the
processing of your request and is at no fault of the Government.
