is hereby seeking source and availability information from qualified
business firms capable to design, manufacture, and replace a H-46 Main
Generator Supervisory Panel with one (1) Main Generator Control Unit.
This Main Generator Control Unit provides feeder fault, AC voltage
regulation, under frequency, over voltage, and under voltage. The unit
is prone to nuisance tripping, power delays, and premature circuit
failures. Also, the difficulty and expense to repair is significant due
to obsolete design, insulated standoffs, and hard epoxy conformal
coating on circuit cards. Firms must also demonstrate capabilities to
design, manufacture and replace three (3) H-46 Auxiliary Power Plant
Auxiliary Power Unit (APU) Generator Control Units (GCU) with one (1)
APU GCU. The replacement APU GCU must fit in the same location as the
old units on the H-46 helicopter, therefore, the size cannot exceed 8
inches wide, 15 inches high, 3 inches deep. The existing APU generator
controls are: Voltage regulator -- this regulates the A/C voltage.
Supervisory panel -- provides generator control functions, over
voltage, under voltage, and under frequency protection. Transfer unit
-- this transfers the functions to the control unit to monitor and
control the power from an external power source. There are numerous
failures on these units due to "internal failure" which equates to low
mean time hours between failures. These new units must be a fit, and
function replacement for the existing units and increased reliability,
maintainability and more economical to repair. The purpose of this
synopsis is to identify potential sources that meet the Government
needs for these H-46 main and APU GCU replacements. Upon preliminary
review, the following procurement approach is hereby being considered:
solicitation and base award of a Cost Plus Fixed Fee (CPFF) with Fixed
Price Incentive (FPI) options. The (CPFF) base award will include the
development of prototypes and the FPI options will be the production
units. This contract is estimated to be a five-year effort (base award
with four options). The firm must be capable of: a) design and
manufacture, test and deliver 6 prototypes within 12 months after
effective date of contract award; and, b) production of 415 Main
Generator Control Units and 210 APU Generator Control Units. Interested
parties are invited to submit their technical capabilities. ALL PARTIES
MUST UNDERSTAND THAT THIS REQUEST IS FOR INFORMATION AND PLANNING
PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), NOR IS IT AN
INVITATION FOR BID (IFB). IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY
THE U. S. GOVERNMENT TO ULTIMATELY ISSUE A SOLITATION OR A CONTRACT.
PLEASE NOTE, IF AN ACQUISITION IS WARRANTED, A DECISION AS TO WHETHER
IT WILL BE SET-ASIDE FOR SMALL BUSINESS HAS NOT YET BEEN MADE.
THEREFORE, THE GOVERNMENT RESERVES THE RIGHT TO DETERMINE THE
APPROPRIATE METHOD OF PROCURING SERVICES BASED UPON OUR ANALYSIS AND
EVALUATION OF INFORMATION RECEIVED AS A RESULT OF THIS INQUIRY.
