Porter, Contracting Officer, telefax number 202-776-8775 The INL Bureau
is urgently requesting offers for the purchase of a fast interceptor
boat to be operated in varying sea & weather conditions within the
territorial boundaries of The Bahamas. This procurement is a small
business setaside. Vendors will be requested to supply written
certification to the Contracting Officer of their small business
status. Vendors must request additional information from the
Contracting Officer at fax 202-776-8775. Requirements:38' to
40'centerline length overall, beam of 9' minimum, 7,000 lbs. net dry
wt. 36" freeboard, 60 mph minimum top speed, 45mph cruise speed on
plane (minimum), fuel capacity sufficient to allow the vessel to have
operating range of 600miles. Mfr will provide fuel consumption
schedule, crew of four capacity, mono hull without steps, capable of
safe operation in four foot sea with condition at minimum top speed of
50 mph. Constructed of fiberglass, kevlar, or other composite material
of equal or greater strength. Triple outboard gasoline fuel powered
engines of sufficient hp to meet the speed required. Vessel must be
able to maintain speed on plane with loss of one engine. Center console
profile. Standards for construction are those set forth by U.S. Coast
Guard in vessels carrying passengers for hire. There are strict
requirements for manufacturer's level of experience and background,
inspection requirements which includes a sea trial with govt. rep.
aboard and also crew of four. There are additional strict demonstration
requirements, site inspection by govt. officials, detailed strict hull
design, engine requirements and fuel system specifications. Strict
Deck and cockpit requirements as well as strict electrical system and
instrumentation requirements. Vendors must be currently engaged in
producing the type of vessel required and have extensive experience in
doing so. The Government will make an award to the responsible
Offeror(s) whose offer(s) conforms to the solicitation contained herein
and is most advantageous to the Government (i.e. that whichrepresents
the Best Value to the Government) cost or price and other factors
including time period required for delivery to the port in Miami, FL
for export to the Bahamas. The combined relative merit of the technical
evaluation factors listed above will be more significant than cost or
price in the selection of the contractor. While the cost or price
factor has no numerical weight, it is a criterion in the overall
evaluation of proposals. The Govt. may award to other than the lowest
priced Offeror. In the event that two or more offers are technically
equivalent, the cost/price and delivery time will be primarily
important. Total prices quoted must include ground freight charges from
factory door to Miami, FL. Include estimated freight charges as a
separate line item. Vendor may invoice the govt. for the vessel and the
ACTUAL shipping charges to port as a separate line item. THIS VESSEL IS
URGENTLY REQUIRED. VENDORS MUST FAX THEIR REQUEST FOR SPECIFICATIONS TO
THE CONTRACTING OFFICER AT 202-776-8775. All offers must be faxed to
the Contracting Officer and arrive no later than the closing date of
Noon E.S.T. on Dec.13, 1999. The requirements for the construction,
inspection, sea trial and experience of the vendors are very strict and
only those responsible offers will be considered by the Bureau*****
