The US Army CECOM intends to award multiple Blanket Purchase Agreements (BPA) for Commercial SATCOM Terminal Program to satisfy all commercial satellite communications terminal requirements for the Department of Defense and other Government Agencies. The Government will select multiple contractors for award of the BPAs in one or more categories of terminals. These BPA categories will include the Fixed Satellite Earth Terminals, Deployable Satellite Earth Terminals, Flyaway Satellite Earth Terminals, Mobile Terminals, and X-Band Certified Terminals. The effort may also include support services, such as engineering, operation and maintenance, and site survey services, as specified by the individual terminal configuration requirements. The Mobile Terminal category shall be set-aside for small business. The BPAs will be for a period of one year and will be reviewed annually for exercise of one year options. The maximum length will be for a period of five years. BPA awards will be based upon commercial source selection procedures and will have no obligation. As delivery order requirements develop, post award competition on a firm fixed priced basis shall occur among the qualified BPA holders. Draft solicitation packages will be posted and updated on the Business Opportunities Page as they become available. A formal solicitation shall be released on or about 20 December 1999 with proposals due on or about 20 January 00. All responsible sources may submit an offer for consideration. Proposals shall be submitted via the Army's Interagency Interactive Business Opportunities Page (IBOP). The URL for the IBOP is "http://abop.monmouth.army.mil."
