NASA/LaRC plans to issue a Request for Quotation (RFQ) for Calibrated radiances from the deployment of the NPOESS Atmospheric Sounder Testbed -- Interferometer (NAST-1) Instrument. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from University of Wisconsin, Madison Space Science & Engineering Center. The sole source is conducted under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source. University of Wisconsin was responsible for the scientific algorithms used to interpret data when the instrument was first developed under contract to the Integrated Program Office. As an original partner in the development of the NAST-I instrument and through the focus of the Space Science and Engineering Center at University of Wisconsin, they have acquired the science and engineering skills to support NASA Langley's effort to calibrate radiances from the NPOESS Atmopsheric Sounder Testbed -- Interferometer (NAST-I) instrument. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 10 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 10 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See Internet Note "B".
