Surface Warfare Center, Dahlgren Division, Coastal Systems Station,
Panama City, Florida, intends to award a sole-source firm fixed price
contract to Northrop Grumman, Electronic Sensors and Systems Division,
Annapolis, MD for the continued development and in-water testing of a
laser line scan and simultaneous side looking sonar capability for the
AN/AQS-14A minehunting sonar with an option for production of
modification kits to upgrade the sonars in the fleet. This acquisition
is unsuitable for full and open competition for the following reasons.
This effort is a continuation of a technology investigation for the
application of these technologies to an existing system undertaken
under contract N61331-99-C-0016 which was competitively awarded as a
result of Broad Agency Announcement (BAA) CSS-97-01. Northrop Grumman
is and has been the sole developer of the AN/AQS-14A system and, given
the complexity of the adding this capability to the AN/AQS-14A system,
is the only source possessing the expertise, internal technical data,
equipment, and experienced personnel necessary to successfully conduct
the required development and testing. Additionally, this effort is a
follow-on contract for the continued development of a major system or
highly specialized equipment, including major components thereof,
within the exact meaning of FAR 6.302-1(a)(2)(ii). Use of any other
vendor would result in substantial duplication of cost to the
Government that is not expected to be recovered through competition.
