The general services to be performed will consist of the following
basic work elements: 1) Site surveys/assessments and Utilization
Studies of both existing and potential Job Corps facilities and
Centers; 2) Architectural program development of prototypical concepts
and scope of work development of proposed rehabilitation and
construction of Job Corps facilities; 3) Environmental assessments,
environmental project management and development of A-106 reporting
documents; 4) Facility surveys and inspections; 5)
Disability/accessibility studies; 6) Project monitoring of design and
construction contracts issued by the U.S. Department of Labor; 7)
Project cost control, cost estimating and scheduling; 8) Preparation
and presentation of the Job Corps Construction, Rehabilitation and
Acquisition (CRA) budget and Inventory of Needs for each Program Year;
9) Assist in the management of historic resources through the Section
106 process; 10) Energy audits and energy conservation project
management. These serviceswill be provided through a cost remibursement
type contract of a continuous nature for the period September 2000
through August 2001, with an option to extend the contract for four,
one year periods. It is estimated that approximately 65 to 70 person
years of effort will be needed to support the basic elements of this
contract. The Employment and Training Administration (ETA) intends to
award two (2) separate contracts for this project under separate
announcements and solicitation numbers. The overall effort will go into
design and construction support of the 118 Job Corps Centers consisting
of 2,874 buildings (21,000,000 GSF) on 7,322 acres of land. A full and
complete range of expertise in design and construction management, as
well as technical expertise is required to support these facilities
and centers in the continental US, Alaska, Hawaii and Puerto Rico.
Project management and continuous interface with the ETA National
Office is esential. The successful offeror(s) will be required to
perform the contracted services through assignment of an existing lease
at facilities located in Arlington, Virginia. The following criteria
will be considered as pertinent selection factors for this
announcement. These factors are listed in order of importance. 1)
Demonstrated ability to bring effective management techniques to a very
active, multi-task project on a national scale. 2) Recent specialized
experience and technical competence in each of the aforementioned basic
work elements. 3) Professional qualifications of key staff members
necessary for satisfactory performance of the required services. 4)
Adequacy of proposed organization chart and plan of how communication
is achieved within the firm and to the client (breakdown of work
element responsbility). Offeror shall show evidence of capacity to
accomplish the work in a required time frame. 5) Past performance on
contracts with other government agencies and within the private sector
in terms of cost and schedule control, quality of work and compliance
with performance schedules (include references, contract number,
dollar amounts, and names and telephone numbers of contact persons).
Offeror must provide at least (3) references of past performance. 6)
Knowledge of national issues as they relate to design and construction,
such as accessibility, environment, historical preservation, energy
conservation, etc. A Pre-Submittal conference is anticipated
approximately January 12, 2000. Details confirming the date, time and
location of this conference shall be published in a separate CBD
announcement. The Department shall provide a reading room of pertinent
documents. This room may be visited by appointment only, 10 days after

required to submit both SF 254 and 255's, and subcontracting plan and
addressing the 10 pertinent selection factors no later that 4:45 p.m.
on Tuesday, February 15, 2000. Failure to meet the deadline date for
submission and failure to submit both SF 254 and 255's will render the
submission not-acceptable. This solicitation is offered under Full and
Open Competition and the successful offeror will be required to submit
a subcontracting plan in accordance with FAR 19.704. It is the
Department's firm goal to ensure that small businesses, small
disadvantaged businesses and women owned business concerns have the
maximum practicable opportunity to provide substantive and significant
participation in the contract. Hence, it is required that at least 15%
of the annual value of the contract be allotted to small business
concerns with at least 10% of the award value of the contract allotted
to Small-disadvantaged Business(es), at least 5% to Women Owned
Business(es), and at least 2% of the annual value of the contract be
allotted to HUBZone small business(es). This small business
representation must be evident in the management and leadership tasks
of the contract. The award of this contract is contigent upon an
approved subcontracting plan demonstrating evidence of meeting this
