This combined synopsis/solicitation is a RFP to manage and administer the DOT/FHWA Summer Transportation Internship Program for Diverse Groups (STIPDG) program. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those currently in effect. All responsible sources may submit a proposal which shall be considered by the agency. This is a full and open competition. The SIC code is 8741. This synopsis/solicitation will only be available electronically through the Electronic Posting System (EPS) at http://www.eps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for a solicitation package will be accepted. Since this synopsis/solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the EPS website for any solicitation amendments. Interested parties should download the _STIPDG Model Contract_ from the EPS website for the detailed Background, Objectives, Statement of Work, estimated level of effort, and clauses, provisions, and certifications and representations for this solicitation. The Government anticipates awarding a Time & Materials contract for this effort, with a base year plus four option years. SCOPE OF WORK: The contractor shall manage and administer the STIPDG program for up to 100 interns, to include the following activities: provide program and administrative support for intern selection process, arrange intern housing and travel; plan workshops, seminars and field trips; provide professional & career counseling and presentation skills to interns; coordinate all internship logistics including orientation and awards ceremonies; obtain program evaluations; and create a database for the program. FHWA personnel will recruit and select up to 100 students from diverse ethnic backgrounds and universities/colleges from all parts of the US for participation in the program. HISTORY: The 1999 STIPDG program management Contract No. DTFH61-99-C-00041 was performed by the Center for Transportation, Training, Education and Research Inc. (CTTER) of Springfield, Va. The incumbent is CTTER. SCHEDULE: FHWA anticipates award by 2/15/00 with a base year plus four option years. The FHWA anticipates the 2000 STIPDG Program to occur 6/5/00-8/11/00. Option Years will have roughly the same STIPDG Program schedule. PROPOSALS: Proposals are due by 4:15 pm on January 12, 2000, addressed to Sarah Tarpgaard at DOT/FHWA, Office of Acquisition Management (HAAM), 400 Seventh Street, SW, Room 4410, Washington, D.C. 20590. Faxed proposals will not be accepted. Submit one original plus five copies of your proposal in following format. Parts I and II may be bound together, but Part III (budget) must be separately bound from Parts I and II. Parts I and II combined must not exceed 50 pages total including appendices. Part III has no page limitation. Part I -- Technical and Management Proposal: Describe how you would proceed if awarded a contract, including complete Technical and Management approach addressing tasks detailed in the Statement of Work in the STIPDG model contract, assumptions, proposed resolution of any uncertainties, and proposed preliminary schedule for the 2000 program. Describe how you meet the technical evaluation criteria (describe capabilities, skills, and resources related to each criteria). Provide past performance references (describe work performed and provide a point of contact) for relevant and related work completed or in-progress. Part II -- Staffing Proposal: Describe your organization/team staffing capabilities to include depth and breadth of skills, experience and personnel. Provide biographical summaries of key personnel including skills and experiences relevant to this solicitation. Provide estimated direct labor hours by labor category. Part III -- Budget Proposal: Delineate all estimated costs (labor, indirect costs, other direct costs, housing, stipends, travel) for the base year, each of the four option years, and a summary of all five years. Assume 100 interns in the program for each year (base year plus four option years). Use the following plug numbers in your proposal: (1) $440,000 per year for intern stipends ($4,400 stipend per intern). This stipend plug number includes taxes, FICA, etc.; (2) total program travel and per diem costs (for interns and contractor personnel, includes field trip travel costs) of $125,000 per year; (3) intern housing costs of $175,000 per year ($1,750 in housing costs per intern). Offerors should use these plug numbers for the base year and each option year with no escalation. Budget Proposal must also include representations and certifications containedin the STIPDG Model Contract (See FAR 52.213-3 in STIPDG Model Contract). Evaluation Factors and Basis for Award are detailed in FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999) in the STIPDG Model Contract. The Government intends to award without discussion, but reserves the right to conduct negotiations if necessary. DOT/FHWA intends to award one contract to cover the whole effort.
