cmagruder@doleta.gov. The Department of Labor, Employment and Training
Administration (DOL/ETA) is soliciting proposals to select a
contractor to perform the following basic work elements and tasks: (1)
Project management/contract administration of design and construction
contracts issued by the U.S. Department of Labor in support of the Job
Corps Program; (2) On-site construction management and inspection; (3)
Assist in the procurement of furnishings and equipment for new Job
Corps facilities; (4) Assist in the negotiations for site acquisition,
continuing management and disposal of real property used by the Job
Corps Program; (5) Contract Administration tasks to include
understanding the Federal Acquisition Regulation in terms of contract
preparation, claims and disputes, bid procedures and project delivery
strategies, such as design build. (6) ADP/LAN Support. These services
will be provided through a cost reimbursement type contract of a
continuous nature for the period September 2000 through August 2001,
with an optionto extend the contract for four, 1-year periods. It is
estimated that between 21 and 23 professional person years of effort
will be needed to support the basic elements of this contract. DOL/ETA
intends to award two (2) separate contracts for this project under
separate announcements and solicitations. However, one scope of work
will be issued identifying assigned tasks in order that offerors will
understand the complete project and interrelationships between tasks.
This solicitation is offered as 100% competitive 8(a) set-aside under
SIC code 8741. The applicable size standard is $5 million. The overall
effort will go into the support of design and construction efforts of
the 118 Job Corps Centers consisting of 2,874 buildings (21,000,000
GSF) on 7,322 acres of land essential. The successful offerors will be
required to co-locate and perform the contracted services in existing
office space located in Arlington, Virginia. A Pre-Proposal Submittal
conference is planned for approximately January 12, 2000. Details
confirming the date, time and location of this conference shall be
published in a separate CBD announcement. The Department shall provide
a reading room of pertinent documents. This room may be visited by
appointment only, 10 days after the CBD issue date. Appointments may be

for Proposals will be available on DOL/ETA's Internet Home Page at
HTTP://WWW.DOLETA.GOV, approximately 15 days from the date of
publication. Request For Proposals in hard copy form will be available,
on a first come, first-served basis until the supply is exhausted.
Telephone requests will not be honored. For requests made after the
supply is exhausted, the Contracting Officer may determine whether
payment of a fee is warranted. The fee will not exceed the actual cost
of duplication of the solicitation document. Closing date for receipt
of the proposals will be March 15, 2000 at 2:00 PM local time.
Requests must cite RFP-DCS-00-08 and must include two self addressed
labels. Failure to enclose labels may cause delay in receipt of the
