Glass, Contract Specialist, (910)432-6145 17(i). This is a combined
synopsis/solicitation in accordance with the format in FAR Subpart
12.6, and FAR 13.6 as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be
issued!! 17(ii). The solicitation, USZA92-00-Q-0002, is issued as a
Request for Quotation (RFQ)!! 17(iii). A statement that the
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-14!! 17(iv) This
procurement is unrestricted. All responses from responsible sources
will be fully considered!! 17(v). This action is for contractor
services necessary to perform Basic and Advanced Tactical Tracking
instruction. CLIN 0001, Level I Tactical Tracking Course for 12
(minimum) to 24 (maximum) students. CLIN 0002, Level II Tactical
Tracking Course for 12 (minimum) to 24 (maximum) students!! 17(vi) The
contractor shall provide all personnel, equipment, tools materials,
supervision and other items and services necessary to perform Basic and
Advanced Tactical Tracking instruction as defined in this work
statement except as specifically stated as Government furnished
property and services at Fort Bragg, North Carolina. The Basic and
Advanced Tactical Tracking instruction is a 11 day (88 hours) course
which teaches the skills necessary to track fugitives from a crime
scene. This course should also incorporate anti-tracking and counter
tracking techniques. This course supports the following POI File
Numbers: 7864 Pre-mission Training, 7868 Infil/Exfil Planning, 7872
Evasion and Recovery, 7874 Intelligence Preparation of the Battlefield
in Special Reconnaissance and Direct Action, 7875 Special
Reconnaissance and Direct Action Mission Planning Exercise and Field
Training Exercise. Employees: The government reserves the right to
terminate this if a potential threat to the health, safety, security,
general well-being, or operational mission of the installation and its
population is determined. If any of the aforementioned situations
occur, the government shall notify the contractor, for corrective
action, and immediate removal from student contact will be initiated
until the issue can be resolved and is mutually acceptable to both the
contractor and the government. The contractor shall ensure that
employees have current and valid professional certification in tactical
tracking. All employees should have experience in tracking over all
types of terrain. Primary instructors should also have Special
Operations experience to understand the needs of special operation. The
contractor shall not employ any person who is an employee of the United
States Government if the employment of that person would create a
conflict of interest. The contractor is cautioned that off duty active
military personnel hired under this contract may be subject to
permanent change of station (PCS) change in duty hours or deployment.
Military Reservists and National Guard members may be subject to recall
to active duty. Their absence at any time shall not constitute an
excuse for nonperformance under this contract. Employee Training. All
instructors will be certified in tactical tracking over any type of
terrain. Physical Security. The individual contractors shall be
responsible for safeguarding all Government property provided for
contractor use. Hours of Operation, Normal Hours. The contractor shall
maintain duty hours which facilitate training students to standard
(IAW the POI) within 11 working days for each iteration of the course.
This will include working through the weekends. All training will be
conducted at Camp Mackall, NC. Conservation of Utilities. The
contractor shall instruct employees in utilities conservation
practices. The contractor shall be responsible for operating under
conditions that preclude the waste of utilities, which shall include:
Light shall be used only in areas where and when work is actually being
performed. Mechanical equipment controls for heating, ventilation and
air conditioning systems shall not be adjusted by the workers. Water
faucets or valves shall be turned off after the required usage has been
accomplished. Government Furnished Property: The Government will
furnish the contractor the following facilities, Building -- RTF,
Location -- RTF, Camp Mackall, NC, Type of Facility/Service -- Field
Environment. F Company will provide billeting at RTF, Camp Mackall NC
for contract personnel when training is conducted. F Company will
provide classrooms as needed to facilitate written testing. The
Government will provide all required equipment and materials for the
conduct of this contract -- Notebook paper, Writing Instruments, Other
Administrative supplies. Contractor Furnished items and services --
The contractor shall provide for their own rations during the course of
the contract. The contractor will teach 2 iterations of both Basic and
Advanced Tactical Tracking to the 1st Battalion, 1st SWTG cadre.
Training will include Tactical Tracking, anti-tracking, and counter
tracking. The majority of training will be in a field environment. The
contractor shall serve as the primary or assistant instructor for all
aspects of Tactical Training Instruction. The contractor shall write
and develop lesson material for these lessons. 17(vii). There will be
2 iterations of the Tactical Tracking Course on the following dates: 17
Jan 00 -- 28 Jan 00 and 13 Mar 00 -- 24 Mar 00!! 17(viii). FAR
provisions and/or clauses referenced will be furnished in full text
