Furnish all personnel, equipment, and material (except as may be expressly set forth in the contract) required to : (1) Remove existing steel shield wire and install Government-furnished fiber optic ground shield wire (OPGW) including OPGW installation routing inside the substations; (2) Install Government-furnished fiber optic duct cable and inner duct; (3) Install Government-furnished transmission hardware for OPGW; and (4) Install minimal amounts of structure reinforcements on Southwestern Power Administration's 161-kV transmission lines located in Arkansas and Oklahoma. All work under the contract will be performed in the Government's Fiscal Years 2000 through 2005. The contract will contain a basic job to be completed in FY 2000 and five option job items to be performed in FY 2001 through 2005. The basic job for will be on the transmission lines located from Greers Ferry Dam, Heber Springs, Arkansas to Jonesboro switchyard, in Jonesboro, Arkansas (approximately 85 miles ) and from Ft. Gibson Dam, Ft. Gibson, Oklahoma to Gore, Oklahoma switchyard (approximately 25 miles) for completion by June 15, 2000. The first option job item will be on the transmission lines from Dardanelle Dam switchyard in Dardanelle, Arkansas to STR 121A (Bull Shoals) near Cotter, Arkansas (approximately 100 miles) for completion by June 15, 2001. The second option job item will be from the Gore, Oklahoma switchyard to Sallisaw, Oklahoma to Liberty, Oklahoma to Van Buren, Arkansas switchyard (approximately 55 miles) and from Van Buren, Arkansas switchyard to Ozark Dam in Ozark, Arkansas to Clarksville, Arkansas switchyard (approximately 65 miles) for completion by June 15, 2002. The third option job item will be from Clarksville, Arkansas switchyard to Dardanelle, Arkansas Dam switchyard (approximately 65 miles) and from Gore, Oklahoma switchyard to Weleetka, Oklahoma switchyard (65 miles) for completion by June 15, 2003. The fourth option job item will be from the Weleetka, Oklahoma switchyard to Eufaula Dam switchyard in Eufaula, Oklahoma to Stigler, Oklahoma switchyard (approximately 67 miles) and from Stigler, Oklahoma switchyard to R.S. Kerr Dam, LeFlore County, Oklahoma switchyard to Van Buren, Arkansas switchyard (approximately 53 miles ) for completion by June 15, 2004. For the fifth option job item from Weleetka, Oklahoma switchyard to Explorer switchyard near Holdenville, Oklahoma to Allen switchyard near Allen, Oklahoma to Tupelo, Oklahoma switchyard to Brown, Oklahoma switchyard to Denison Dam Switchyard in Bryant County, Oklahoma (approximately 95 miles) for completion by June 15, 2005. The proposed acquisition will contain option items for the removal of existing and installation of Government-furnished wood poles, crossarm assemblies, ex-brace assemblies, and knee or vee braces for the term of the contract. The estimated magnitude of the basic job item and five option job items on the proposed acquisition is between $5,000,000 and $10,000,000. A presolicitation notice has been sent to all prospective contractors on Southwestern's mailing list. The solicitation package will be furnished only upon written request and receipt of payment of a $150.00 non-refundable check for a hard copy of the solicitation with full-size "24" x "36" drawings. The cost for drawings alone will be the same as for the hard copy with drawings at $150. Checks shall be made payable to "Southwestern Power Administration." This proposed acquisition is unrestricted. No telephone requests for the solicitation package will be accepted. The written request must state the solicitation number, title of project, firm name, street address, mailing address, telephone number and facsimile number. When issued, the solicitation excluding drawings will be made available on the Internet at the address http://www.swpa.gov.
