Synopsis for Grounds Maintenance Services NASA/MSFC plans to issue a
Request for Proposals (RFP) for Grounds Maintenance Services. The
contractor shall furnish all labor, supervision, equipment, and
materials necessary to provide grounds maintenance services in
accordance with the requirements specified herein. MSFC consists of
approximately 1,841 acres, situated wholly within the confines of
Redstone Arsenal. This acreage consists of approximately 30 acres of
highly improved lawns (Maintenance Level I), 230 improved acres
(Maintenance Level II), 235 unimproved acres (Maintenance Level III),
30 acres that is required to be cut three (3) times per year
(Maintenance Level IV), 1,316 acres of woodland and pasture (if cutting
is required, this will be a special task), and two cemeteries. This
contract is to include all grounds except landscape beds and hedges.
All services provided shall be in compliance with NASA and Redstone
Arsenal regulations, paying particular concern with regards to wetland
disturbance, erosion and run-off control. The grounds maintenance
services to be provided include grass cutting, fertilization,
irrigation (including system maintenance), maintenance around the
exterior of buildings where there are no landscaped beds, soil
analysis, vegetation control, pruning of trees (excluding ornamental
trees in beds), integrated pest and herbicide management (except in
landscaped beds), leaf and debris removal, as well as special tasks to
improve the appearance of MSFC. All work shall be performed in
accordance with MSFC Safety procedures to ensure safe conditions. Any
grounds maintenance services scheduled may be adjusted to support
special events, prepare for inclement weather or recover from any
natural disaster. The contractor shall maintain a Grounds Maintenance
Map (initially provided by the Government) that will delineate MSFC in
its entirety; coded to indicate the type of ground maintenance service
each parcel requires. All collected remains from cutting, pruning,
mulching, vegetation andpest removal shall be transported to the
Redstone Arsenal Landfill or other approved designated areas. Work site
is the George C. Marshall Space Flight Center, AL. The standard
industrial classification code for this procurement is 0782. The period
of performance in the solicitation is one (1) year with four 1-year
options. This is a Small Business Set-Aside. The resulting contract
will be a firm-fixed-price performance based contract. All responsible
business sources may submit an offer that shall be considered by the
agency. The anticipated release date of the RFO is on or about December
15, 1999, with an anticipated offer due date of on or about January 18,
