This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, N00164-00-R-0007, is a Request for Proposal (RFP). The solicitation will be available also on the Internet at www.crane.navy.mil. This synopsis/solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-12 and Defense Acquisition Circular 91-13. The Standard Industrial Classification Code for this procurement is 3728. This acquisition is for a quantity of 18 each SH-60B Crash Resistant Helicopter Seats, Simula Safety Systems, Inc. P/N 102330-1. These crash resistant seats must meet the crash worthiness standards required by the SH-60B. This requirement is intended to be procured on a sole-source basis from Simula Safety Systems, Inc., 7414 South Hart Avenue, Tempe, AZ 85283. Simula is the only contractor who has been approved as a source for Crash Resistant Seating for the SH-60B. Delivery of 3 each is required FOB NSWC Crane on or before 01 March 2000, with the remaining balance of 15 each required on or before 01 June 2000. A written solicitation will not be issued. This requirement is for brand name only, Simula P/N 102330-1. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Offerors responding to this announcement must provide the information contained in 52.212-1, Instruction to Offerors -- Commercial Items and must include a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. The following clauses are applicable to this procurement, 52.203-03 Gratuities, 52.212-2 Evaluation Commercial Items, 52.212-4 Contract Terms and Conditions -- Commercial Items, 52.212-5 Contract Terms & Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (incorporating 52.222-26 Equal Opportunity, 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36 Affirmative Action for Handicapped Workers, 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era, 252.225-7001 Buy American Act and Balance of Payment Program). The offeror must also provide its Commercial and Government Entity (CAGE) code, Contractor Establishment Code (DUNS number) and Tax Identification Number. The contractor will also be registered with the Central Contractor Registration DataBase(CCR) IAW DFAR 252.204-7004.
